  2. Our Mission To promote the quality of care, safety and security of people living in long-term care settings; To ensure facilities' compliance with state and federal laws and regulations; and To advocate on behalf of residents

  3. What is “Long Term?” Historically: many years or until the end of life Today: several days… to end of life because of the prevalence of rehabilitative services and hospice care

Efficiencies • Web-based event reporting system for facilities • Automated Background Check Center • Developed All-Hazards Preparedness Plans for every nursing home in Delaware • The first statewide Administrator and Director of Nursing conference for nursing homes and assisted living facilities • Survey inspection reports are available on-line for public access • Reduced on-site survey time from 10 to 5 days • Implemented placement policies for Adult Abuse Registry

Services forChildren, Youth and Their Families (DSCYF) DE Criminal Justice Information System (DELJIS) DE Health Information Network (DHIN) Dept. of Safety and Homeland Security Federal Bureau of Investigation (FBI) Office of the Inspector General (OIG) Sex Offender Registry (SOR) Went Live & On-Line 2013

Licensing Section • Nursing Homes - 50 • Assisted Living - 32 • Neighborhood Homes for Persons with Developmental Disabilities - 163 • Group Homes for Persons with Mental Illness - 18 • Group Homes for Persons with AIDS - 1 • Rest Family Care Homes - 72 • Intensive Behavioral Support Residences - 7 Total - 343

  13. Licensing Section Healthcare Transitions Through a grant-funded project, the Division ensured that all nursing homes accessed the Delaware Health Information Network. The Division is now working with the Post Acute Care Council and the Transitional Care Consortium to ensure seamless transitions between healthcare settings and to reduce readmissions to hospitals.

Licensing SectionDisaster Preparedness Project • In 2012, the Division presented an Emergency Preparedness Conference for facilities in conjunction with the UD College of Health Services and contracted with a consultant to assist nursing homes in developing All-Hazards Preparedness plans. • In 2013, All-Hazard Preparedness plans were completed for all nursing homes.

  15. Certified Nursing Assistants • We continue to approve curriculum and provide oversight of the testing/certification process • The web-based educational tracking system regulates the 24-hour minimum training requirements
