  2. Big Goals How did we get here? SB 1383 (Lara, 2016) sets targets for statewide reductions in SLCP emissions of 40% below 2013 levels by 2030 for methane! “The State’s organic waste should be put to beneficial use, such as soil amendments/compost, electrical generation, transportation fuel, and pipeline-injected renewable natural gas.” (California Air Resources Board: Short-Lived Climate Pollutant Reduction Strategy, March 2017, p3)

Guiding Principles • Designed to maximize air pollution reductions and other co-benefits especially considering disadvantaged communities • Developed in consultation with disadvantaged communities, affected industries, relevant local and State agencies, and other stakeholders (California Air Resources Board: Short-Lived Climate Pollutant Reduction Strategy, March 2017, p4)

  4. CPUC's Schedule-to-date • SB 1383 directs CPUC to implement no less than 5 dairy biomethane pilot projects to demonstrate interconnection to the common carrier pipeline system • R. 17-06-015 pilot rulemaking to develop selection and implementation plan for these pilots • D. 17-12-004 established the pilot project implementation and selection framework on Dec. 14, 2017 • Draft Request for Proposal (RFP) received by CPUC on Jan. 18, 2018 and posted on the website • Today, January 31, 2018, workshop to discuss RFP, questions, & the future
