  1. Materials Support Laurie Brooks, Consultant Mary Beth Farr, DLD Ellen Frank, Flushing High School Carri Manchester, SED Lisa Perkowski, Port Jervis Middle School Fran Roscello, Consultant Annette Schiano, Gateschili Central School District Amy Jo Southworth, Bay Shore High School Karen Sperrazza, President NYLA/SSL For the 21st Century School Library

  2. Goal Increase student achievement within the context of the 21st Century School Library through improved Materials Support.

  3. Librarians Embedded in the Common Core “Research and media skills and understandings are embedded throughout the Standards rather than treated in a separate section." http://www.p12.nysed.gov/ciai/common_core_standards/pdfdocs/p12_common_core_learning_standards_ela.pdf

  4. Supporting Student Need Limited English Proficient Students 214,154 8% Economically Disadvantaged Students 1,435,844 54% Students with Disabilities 400,064 15% Statistics from NYSED student enrollment 2013. http://data.nysed.gov/enrollment.php?year=2013&state=yes

  5. Common Core Required Resources • High quality, authoritative texts • Authoritative Databases: Collections of digitized print materials including journals, newspapers, primary sources. • Ebooks • Computer Applications • Technology to Deliver Content • Adaptive Tools

  6. Library Materials Aid • Categorical State Aid. • Used to “purchase print and non-print library materials that are cataloged, processed and loaned to public and nonpublic school students.” • Electronic content is not addressed. • Established in 1984 in the amount of $2.00 per student, it was increased to $4 in 1997 and to $6 in 1998. The current amount is $6.25 and has been in effect since 2007. • Accounts for $17.5 million in available funding statewide.

  7. Effective Use of Funding To best leverage local and state funding, there must be an awareness of the ways these funds can be accessed and used by both administrators and librarians.

  8. Proposal 1 School librarians can maximize state aid to develop collections required by Common Core Standards. Professional organizations in conjunction with SED will increase awareness among administrators and librarians regarding the effective usage of categorical state aid through outreach and education.

  9. Improve Materials Support Rising costs of the materials demanded by the Common Core standards necessitate an increase in library funding, both at the local and state level.

  10. Nonfiction Required by Common Core “Fulfilling the Standards for 6-12 ELA requires much greater attention to a specific category of informational text—literary nonfiction—than has been traditional.” http://www.corestandards.org/ELA-Literacy/introduction/key-design-consideration/

  11. 2013 Increasing Cost of Materials With this average cost per book, a librarian in a school serving 1,000 students would be able to purchase 300 titles with current state aid -- the equivalent of one third of a book per student. http://www.slj.com/2013/06/research/sljs-average-book-prices-2013/

  12. Proposal 2 School librarians can meet the evolving Common Core demands for quality print and non-print content. NYLA, with the support of SED, will form a taskforce to review current data, assess needs, and formulate a proposal for an increase in Library Materials Aid. We request the Regents include this proposal in their legislative package.

  13. Electronic Content • Portable • Provides 24-7 access • Supports “BYOD” (bring your own device) schools • Easily updated • Adaptable to multiple learning styles • Prepares for college and careers • Required by the Common Core

  14. E-content Required by the Common Core CCSS.ELA-LITERACY.W.5.6 With some guidance and support from adults, use technology, including the Internet,to produce and publish writing... interact and collaborate with others… CC.11-12.W.8 Gather relevant information frommultiple authoritative print and digital sources...

  15. Across Grades and Disciplines CC.11-12.R.I.7...multiple sources of information presented in different media or formats (e.g., visually, quantitatively)...

  16. NYS Educational Technology Plan “All students will access learning materials in electronic form, including video, text, and other digital content related to the school curriculum. Students will create work, define and solve problems, and research and evaluate information using technology.” University of the State of New York NYS Educational Technology Plan 2009

  17. Proposal 3 School librarians will provide students equitable access to the electronic content required by the Common Core. School library systems, working in conjunction with the State Education Department will investigate ways to leverage local and state funding for the purchasing of electronic content using cooperative purchasing, based on the NOVEL database model.
