Reminder: Our guiding principles 1 • Do what's best for our current and future students – give them the best academic circumstances, get them out of hazardous conditions, and do everything possible to build well-rounded individuals • Emphasize objectivity, minimize politics, and strive to consistently apply the guiding principles • Be courageous – seek transformational change, demonstrate a sense of urgency, and be willing to stay the course in a long, difficult journey • Hold all schools to a certain standard of academic performance; those that fall short face the prospect of substantial change • "Right-size" the district by eliminating excess capacity and addressing overcrowding where needed, and invest at least some savings back into school sites • Where possible seek to: • Make all schools unique and strategic in program focus • Raise the condition of all facilities to a minimum standard • Preserve and enhance relationships with community organizations • Spread "what works" to lower-performing schools 2 3 4 5 6

How we calculate capacity: blend of two methodologiesGoal to be as consistent and fair as possible – there is not one right way to measure capacity OSFC capacity1 Classroom capacity • Based on square footage of school • High schools • Recently rebuilt or renovated K-8s • High schools have unique spaces (eg, labs) that can limit usage • Classroom capacity overestimates capacity in these spaces • New K-8's were built with the intent to provide for OSFC capacity • Based on the number of classrooms in a school building • K-8s not recently renovated or rebuilt • Older K-8's tend to have "functional" space that cannot be used for classrooms (eg, interior courtyards) • OSFC capacity includes this space and overestimates capacity Description Applies to Why it's used Adjustment Both calculations have been adjusted to account for special education students2 Goal to strive for optimal utilization of ~80-90% 1.
