  2. IHS Grant Programs • Joint Venture • Small Ambulatory • Dental • Tribal Equipment • Area Distribution (under development)

Joint Venture Grants • Eligibility – Any Federally Recognized AI/AN Tribe • Eligible to Build or Acquire an Outpatient or Inpatient Facility • Tribe Commits To Build (or expand) The Proposed Healthcare Facility With Non-IHS Funds • Funding Subject To Congressional Appropriation • Funds For Medical Equipment (17-20% of Construction Cost) • Typical $5M Funding Level (but not funded every year) • At Project Completion Congress Funds The Approved Staffing Package At 85% Level.

Joint VentureApplication / Selection Process • Two Step Process • Pre-application determines if project is eligible for consideration • Final Application Determines Ability of Applicant to Administer and Finance Project • Selection Process • Applicant Prepares IHS Planning Documents (PJD/POR) • Successful Applicants Will Enter Into JV Agreements with IHS

  5. Joint VentureGrant Success • Historical Funding of $17.4 million • First Funding in FY 2001 ($5 million) • 7 Projects Funded Since FY 1998 • No Funding In FY 2008

Small Ambulatory Program • Applicant Eligibility – • Any Federally Recognized AI/AN Tribe Operating An IHS Healthcare Program Under P.L. 93-638. • Facility Is Not Owned Or Constructed By IHS Or Transferred To The Tribe By IHS. • Upon Completion Of The Proposed Project, The Health Facility Will: (unless the tribal government is located on an island) • Serve No Less Than 500 Eligible Indians Annually • Be Located In A Service Area Of Not Less Than 2000 Eligible AI/AN Beneficiaries

Small Ambulatory Program • Project Eligibility • Must Be An Ambulatory Healthcare Facility • Located Apart From A Hospital • Located On Municipal, Private, Or Tribal Land • Funds May Be Used For • Construction Of A New Or Replacement Facility • Expansion Or Modernization Of An Existing Facility • Other Federal Or Grant Funds May Be Used • No Other Source Of IHS Funding May Be Used • Except Tribal Equipment Replacement Funds For Non-IHS Funded Portion Of Project.

Small Ambulatory Program • Funding Subject To Congressional Appropriation • Funds For Construction Cost Up To $2 million • Typical $2.5 - $5M Funding Level (but not funded every year) • Funds For Construction Only • Facility Is Eligible For M&I & Medical Equipment Replacement Funds When Completed

  9. Small Ambulatory ProgramGrant Success • Historical Funding of $39.3 million • 27 Projects Funded Since FY 1998 • $2.5 million Appropriated In FY 2008

Dental Facilities Program • Funds New Or Replacement Dental Facilities • Three Year Application Cycle (the 2007 applications cover 2008-2010) • Dental Facility Must Be A 40 hr/week Service • Limited To 3, 4, or 5 Chair Operatories • One Step Application Process • $13.4 million Appropriated To Date • 33 Facilities Funded To Date • $2 million Appropriated in FY 2008

Tribal Equipment Fund • Provides Equipment Funds For A New Health Facility Operated By A Federally Recognized Tribe Under A P.L. 93-638 Agreement With IHS • The New Facility Must Be Built With Non-IHS Funds • Funding Amount Is Up To 20% Of The Project Construction Cost (Award Not To Exceed $300,000) • Approximately $5 million Appropriated By Congress Annually • Additional Info On IHS Website www.dfo.ihs.gov

Area Distribution(Under Development) • Facilities Appropriation Advisory Board (FAAB) Developed Concept As Part Of Their Recommended New Health Facility Construction Priority System Methodology • Senate Included In IHCIA By Amendment • House Working To Add By Amendment • FAAB Meets In June To Develop A Detailed Draft Process • IHS Will Seek Formal Tribal Consultation

Area Distribution(Under Development) • Proposed As A New Authorization Under The IHS Facility Appropriation • Appropriated Funds Provided To Each IHS Area Based On A Formula Distribution • Distributed Funds Would Be Used To Fund Area Priority Projects From The National Unmet Needs List • A 40-50% Staffing Package Would Be Provided By Congress At Project Completion
