English Language Acquisition PURPOSE of ELAS Counts • Provide critical information to government organizations to guide funding*, research, program planning, and policy decisions • CDE uses to … • Determine counts of eligible limited-English-proficient students in order to fund LEAs for the NCLB Title III LEP Program • Report LEP counts to the US Department of Education on the Title III Biennial Report and other federal reports • Report English language acquisition statuses, services, and strategies to create the Language Census Report • Project future EL enrollments and teachers that provide instructional services to ELs * Title III funding uses certified data; however, the funding model requires aggregations of some LEA and Charter School data that may result in funding based on data that differ from the data certified by the LEA/Charter School. English Language Acquisition STUDENT IDENTIFICATION • English Language Acquisition Status (ELAS) Code • Required for all Grade Levels except AD • ELAS Start Date • Required unless status is “English Only” • Cannot be after Record Effective Start Date or in the future • Student Proficient or Advanced for ELA Code • Required if ELAS Code = RFEP The Student Information (SINF) record must be effective (i.e. in effect) for the period of time being reported – based on Record Effective Start & End Dates. This record identifies the ELAS Code. Effective Dates Caution: Primary Language not = English (00) or Sign Language (37) if EL, IFEP or RFEP. No special submission of student data for Spring 1 English Language Acquisition if Student Profile data is maintained in the ODS on an on-going basis and is submitted in Fall 1 and 2. • The qualifying Student Information record must have Effective Dates that overlap the student’s dates of enrollment for the period being reported • ELAS Start Datecannot be after the SINF Record Effective Start Date Spring 1 Reporting & Certification v 1.7

English Language Acquisition KEY POINTS • The Primary Language is the language the student first learned, is spoken by the student, or in the case of student too young to speak, the language spoken most frequently by adults in the home. The primary language, also known as “native language,” is required during enrollment (generally gathered on the Home Language Survey) and should never change. • EL and FEP counts by language by grade levelpreviously collected on the Language Census (LCEN) spring collection (report) will now be collected through the CALPADS Spring 1 Data collection. EL teacher counts and EL counts by instructional setting will be derived from data collected through the CALPADS Fall 2 data collection. Spring 1 Reporting & Certification v 1.7

Title III Eligible Immigrants PURPOSE of Count • CDE allocates grants to LEAs that experience a significant growth in their eligible immigrant student populations, based on the total number of eligible immigrant students enrolled in California • CDE creates the required Student National Origin Report (SNOR) and determines the counts for the NCLB Title III Immigrant Program • The count occurs two times each school year to respond to LEAs that are impacted by significant enrollments of migrant students who may be absent for part of the school year. The higher of the two counts taken in the fall and spring is used for funding and reporting purposes. Spring 1 Reporting & Certification v 1.7
