Ebola (Scene 1999) • Police report to health officials of finding a dead 27-year-old African male and a critically ill 30-year-old African male carrying Eritrean passports. • The apartment where the Africans were found was a transit stop for Africans illegally staying in the city and working at odd jobs including illegal narcotics distribution. • The preliminary medical examination explains the cause of death as viral related. • The apartment in question was used by at least 25 Africans who fled before the police arrived and are scattered somewhere in the city.

  3. Ebola (Con’t) (Scene 1999) • A follow-up by health officials in treatment of the critically ill Eritrean asked the school of medicine of Budapest University for assistance. Their preliminary review of his case confirms the patient is suffering from a viral disease. • Contacts with disease control officials abroad indicate that the Southern part of Eritrea is undergoing an Ebola epidemic. Police investigation indicates both stricken Eritreans arrived in Budapest in the past week from Southern Eritrea.

Ebola (Con’t) (Scene 1999) • Health officials explain that if the disease is Ebola, officials are facing a highly contagious and deadly disease that could pose a serious health threat for the entire city. • Police officials offer a plan to find all Africans who were in the apartment where the Eritreans were discovered and, failing this, to quarantine any Africans who might in any way have been in touch with the two infected individuals.

  5. Ebola (Con’t) (Scene 1999) • Border police officials propose a temporary ban on entry into Hungary for all Africans until the situation is resolved. The Foreign Ministry strongly objects to this proposal. • A reporter from a daily newspaper apparently has some information on the incident, and plans to publish a sensational story in tomorrow’s morning edition.

  6. Ebola (Con’t) (Scene 1999) • The head of tourism is appalled at the thought of publicity, particularly at the onset of the tourist season. He urges suppression of the news article in some way, at least until there is strong evidence that Ebola is involved. • The Prime Minister has asked us to provide him with options concerning what actions should be taken.
