Highway, Bridge (STP) Funding Total: $27.5 Billion Agency: FHWA Eligibility: STP and Rail, Port Infrastructure Distribution: 50% STP formula and 50% using FY 2008 distribution of obligation limitation; 3% Transportation Enhancement set aside; 30% suballocated to MPOs over 200K in population Timeline: 120 days for state obligation of funding; 1 year for MPO obligation of funding; Redistribution of unobligated funds

Rail Intercity & High Speed Rail: $9.3 Billion High Speed $8 Billion Amtrak $1.3 Billion High Speed is new initiative: Strategic plan from DOT due April 18; Regulations due June 17 3 grant programs: corridor development, capital assistance, and congestion grants; Eligibility to states, multi-states, Amtrak; Only capital expenses; Allows design, engineering and enviro review but not planning; No STIP requirement but must be “compatible”

Multimodal Discretionary Funding: $1.5 Billion Agency: DoT Process: DoT to establish competitive grant program for capital projects of significant impact; States, localities or transit agencies are eligible recipients Requirement & Guidelines: Grants must be at least $20 million and not more than $300 million; No more than 20% of funds can be allocated in a single state; Federal share may be 100%; Road, bridges, and public transportation are all eligible uses

Community Development Block Grants Funding: $1 Billion Agency: HUD Process: Fund allocation based on existing CDBG formula Requirements & Guidelines: Priority given to projects awarding contracts within 120 days; Grantees must submit an action plan amendment to HUD Notes: $10 million set aside for Indian Community Development Block Grant Program

Public Housing Capital Fund Funding: $3 Billion Agency: HUD Process: Funding provided to Public Housing Agencies for modernization and development of public housing Requirements & Guidelines: Agencies must submit a Capital Fund Program Amendment to HUD; Funds cannot be used for operations or rental assistance; Priority given to projects awarding contracts within 120 days; 100% of funds must be obligated within 1 year

Neighborhood Stabilization Funding: $2 Billion Agency: HUD Process: Competitive allocation process; Grant process criteria required within 75 days; Application dues within 150 days; States, Local Govt and Non-profits are eligible for funding; Based on existing program. Requirements & Guidelines: Repeals existing income requirements; allows eligibility for land banking; caps demolition at 10%; prohibits demolition of public housing; allows up to 10% of funds to local capacity building

HOME Tax Credit Assistance Program Funding: $2.25 Billion Agency: HUD Process: Funding for capital investments in low-income housing tax credit projects Requirements & Guidelines: Funding provided to State Housing Finance Agencies based on proportion of HOME funds allocated in FY2008; State must distribute funds competitively with priority for projects expected to be completed within 3 years; Letter of intent due within 15 days of NOFA in Federal Register

Economic Development Assistance Funding: $150 Million Agency: EDA Process: Competitive grants through EDA for cities, states, universities, non-profits Requirements & Guidelines: $50 set aside for economic adjustment assistance grant for public facilities; priority for regions experiencing sudden or severe economic dislocation; Up to $50 million may be transferred to regional commissions; Regs forthcoming

Other HUD Programs Homeless Assistance Grants: $1.5 Billion for States, Cities, and Urban Counties through existing formula and eligibilities; Grantees must expend 60% within 2 years Energy Efficiency Retrofits for Multifamily Housing: $250 Million; Funding to qualified property owners through HUD Office of Affordable Housing Preservation grants and loans; Minimum 15 year affordability extension

Energy Efficiency & Conservation Block Grants Funding: $3.2 Billion Agency: DoE Process: Grants authorized in energy bill; Funds distributed by formula; DoE to release guidance and allocations next week Requirements & Guidelines: Grants to local government to reduce energy use and emissions, including building and transportation sectors

Weatherization Assistance Program Funding: $5 Billion Agency: DoE / HUD Process: Grants to low-income families at or below 200% of poverty level; Grants up to $6,500 per dwelling unit; Funding and services provided to state agencies for distribution Requirements & Guidelines: Expands program eligibility; Installation of energy efficiency measures in low-income households

State Energy Program Grants Funding: $3.1 Billion Agency: DoE Process: Grants to states: by formula (1/3 equally among states; 1/3 by population; 1/3 by energy use) and through competitive process; Matching requirement (20%) for grants Requirements & Guidelines: Broad eligibility. States can prepare and implement state energy plans and provide funding to local governments for renewable or efficiency projects

  22. Brownfields Funding: $100 Million Agency: EPA Process: Funding for brownfield program, including assessment and remediation Requirements & Guidelines: States and tribes are eligible recipients Notes: Superfund program received $600 million

Energy Efficient Federal Facilities & School Modernization Funding – Federal Buildings: $4.5 Billion Agency: GSA School Modernization: $6 Billion Agency: Ed Notes: Green building funds provided to GSA green building program for installation of energy efficiency upgrades and green construction School funds available for modernization, renovation or repair; State formula grant program available over two fiscal years
