  1. Partnerships to Promote Environmental Stewardship Presentation to FLC Far West Fall Conference September 14, 2005 Barbara J. Lither, Esq. USEPA Region 10

  2. The Vision “While our nation’s environmental progress is evident, we have learned that when acting alone…environmental progress is limited. It is when we work in cooperation with our partners and advance the notion of stewardship that progress accelerates at a remarkable pace.”EPA Administrator Stephan L. Johnson Baxter Healthcare 2005 Global EHS Conference

  3. Voluntary Partnership Programs

  4. In 2003, Performance Track collectively reduced: Energy use by 5.3 trillion BTUs Water use by 566 million gallons Solid waste by nearly 300,000 tons Performance Track

  5. Energy Star • ENERGY STAR is a government-backed program helping businesses and individuals protect the environment through superior energy efficiency. • In 2004 alone, Americans, with the help of ENERGY STAR, saved enough energy to power 24 million homes and avoid greenhouse gas emissions equivalent to those from 20 million cars - all while saving $10 billion. • www.energystar.gov

  6. Example of Voluntary Partnership to Reduce Diesel Exhaust on the West Coast The Biodiesel Initiative

  7. Environmental Impacts of Diesel Exhaust Diesel exhaust • Serious health impacts • exacerbates asthma, respiratory and cardiac illness • Possible human carcinogen • over 70% of the cancer risk from all air toxics • Degrades air quality • Particulate Matter • Ozone • Contributes to climate change

  8. Biodiesel Emissions and Air Quality Tail-pipe Emissions: Average emission impacts of biodiesel for heavy-duty highway engines (Source: U.S. EPA, ''A Comprehensive Analysis of Biodiesel Impacts on Exhaust Emissions, Draft Technical Report, October 2002." Data covers biodiesel from different feedstocks.)

  9. FNS Biodiesel Initiative – 3 Phases • Create a “Biodiesel Technical Reference Guide” • Create Survey of biodiesel use at Labs and selected federal agencies- e.g. baseline • Develop training for federal procurement officials specifically targeting biodiesel fuel purchase on the West Coast • Intent is to increase federal purchase and use of biodiesel and help Clear the Air!

  10. Phase 1 – Technical Reference Guide - • Easy access for feds with technical and procurement information on biodiesel fuels. • Specific information on Where and How to purchase biodiesel fuels. • Case Studies and Success Stories to overcome challenges/barriers. • Inform, Educate and Inspire increased purchase and use.

  11. Phase 2 – Agency Baseline Survey

  12. Phase 3 – Training • Training modules, primarily focused on federal agencies, would be developed to increase biodiesel purchase and use. • Training would occur at selected cities on the West Coast and provided by FNS member agencies. • This phase is contingent upon funding.

  13. How the Partnership Works… • FNS provides overall administrative support, website, marketing and outreach to West Coast Federal Agencies • West Coast Collaborative provides seed funding and tech support for project • FLC Far West provides technical assistance for survey and possibly future training development funds.

  14. Would you Like to Help? • Become a Peer Reviewer and provide comments on Web Guide • Provide biodiesel success stories. • Help in marketing the project to federal agencies • Support the development of training modules for biodiesel procurement. • Help Clean the Air!
