  2. Goals of “Hot Spots” Program • Facilities report air toxics emissions from routine operations • High priority facilities prepare health risk assessments • Facilities notify public of significant risks • Significant-risk facilities reduce risks below significance levels

  3. Importance of “Hot Spots” Program • Complements existing toxic air contaminant identification and control program • Provides data to estimate exposures and develop controls • Has resulted in voluntary reductions in toxic emissions and risk

  4. District “Hot Spots” Responsibilities • Review and approve emission inventories and risk assessments submitted by facilities • Prioritize facilities into low, medium, and high priority • Set threshold for conducting risk assessment and public notification • Districts publish annual report regarding risk from facilities in their district

  5. ARB and OEHHA Responsibilities • ARB maintains database to make Hot Spots data available to public • ARB writes guidelines specifying facilities and data to include in Program • OEHHA publishes guidelines for conducting health risk assessments • OEHHA reviews risk assessments • OEHHA develops risk factors for pollutants

  6. “Hot Spots” Emission Inventory Criteria and Guidelines Regulation • Specifies types of facilities that must report • Types of emission data to submit • List of substances • Methods for testing or estimating emissions • Schedule for reporting and updates • Exempts low level facilities from updates

  7. Facility Reporting and Update Requirements • Requires facilities to update their emission inventories every four years • Allows streamlined updates if “no significant change”

  8. Industrywide Facility Categories • Districts prepare inventory and risk assessment for industrywide categories • Reduces burden to small businesses that can be generically characterized • Gasoline stations, dry cleaners, auto body shops

  9. Fee Regulation • Exempts low risk facilities from fees • Sets fee rates for risk/priority categories • Fees partially support ARB and OEHHA “Hot Spots” Programs • Allows districts to recover their costs of running their “Hot Spots” program • Fee Status Report
