GSA Acquisition Workforce Division • Who are we? • GSA’s Acquisition Workforce Representative • Works collaboratively with stakeholders to help strengthen GSA’s acquisition workforce • Training and development • Aligns acquisition workforce initiatives with GSA’s strategic goals • Operational Excellence • Executes OMB policy and guidance; reports on agency progress • Steers high priority acquisition efforts and solutions impacting contracting activities

Policy and Guidance : OFPP Policy Letter 05-01 – Developing and Managing the Acquisition Workforce • Establishes a government framework for creating a capable and competent workforce to provide best value supplies and services, the best business solutions, and strategic business advice, to accomplish agency missions. • Defines members of the acquisition workforce • Includes the Acquisition Workforce in Human Capital Plans • Capability and Capacity • Promotes the development of Federal Acquisition Certification Programs • Highlights workforce development initiatives

GSA Acquisition Workforce Definition Cont. • Individuals, who directly supervise, manage or lead the combined efforts of personnel and organizations for the management and/or execution of a specific acquisition program or programs. (Ex: Non 1102 Supervisors of 1102 Divisions, Branches, Sections, Teams, etc.) • Program or Project Managers or other individuals with regular/recurring involvement in pre-award (acquisition planning, statement of work development, source selection board members) or post award (contract administration acquisition activities). • Acquisition Points of Contacts/Regional Acquisition Executives

Policy and Guidance: Acquisition Letter V-06-06 – GSA Contracting Officer Warrant Program (COWP) • COWP establishes criteria for the selection, appointment, and termination of appointment of GSA Contracting Officers (CO) • Ensures the agency has qualified COs • Sets acquisition training requirements for employees who exercise CO authority IAW Clinger-Cohen Act of 1996 and governmentwide training • Incorporates OPM education standards for 1102s as well as certification requirements

Training and Development Programs • GSA Contracting Officer Warrant Program (COWP) • Provide technical guidance on related policies and procedures. • Serves on the following boards and committees: • All GSA-wide Warrant Boards (Services and Regions) • GSA COWP Working Group • GSA Federal Acquisition Certification Programs • Provide technical guidance on related policies and procedures • FAC-C, FAC-COTR, FAC-P/PM • Implements OMB/OFPP certification policy changes, as needed • FAI/OMB Contract Function Advisory Board • FAC-C, FAC-COTR, FAC-PPM

GSA Acquisition Workforce Competency Management • Implementing GSA-wide Acquisition Workforce Assessment Tool – phase-in approach • COTRs will be assessed first • Manage acquisition competencies • Job analysis – general and agency-specific duties • Map/Validate tasks to competencies • Build Competency Library • Assess skills gaps • Recommends training interventions for Individual Development Plans (IDPs) – courses, framework for on the job training, mentoring programs, and rotational assignments

Center for Acquisition Excellence (CAE) • Learning Management System (Online) • Provides training to GSA and other Federal agencies; educates the Federal Supplier Base (as appropriate) on GSA acquisition vehicles, policies, and procedures • Training mechanism to promptly deliver high priority acquisition initiatives GSA-wide • Examples, Green Purchasing and Federal Strategic Sourcing Initiative (FSSI) OS2 • Tracks training and issues Continuous Learning Points (CLPs) • Supports the Federal Acquisition Certification Programs CLP requirements. • Available 365 days year, 24/7
