Health and Wellbeing Boards- finding our way! Liam Hughes Networkidea and the Oldham HWB
HWB - finding our way? • The new landscape • What`s a HWB for? • Where are we now? • Where do we want to get to? • How will we get there? • More questions (and answers?)
The New Landscape • Horizontal and vertical viewpoints: - the “new localism” and “the empire strikes back”! • Almost overwhelming odds: - social, political, financial - demography and employment • Professional optimism: -“Bob the builder – yes we can!”
The HWB - what`s it for? Systems leadership: - systems integration - mobilisation of effort Better health and wellbeing: - improving health and wellbeing - reducing health inequalities - across the life- course - wider determinants, lifestyles, services
Health and Wellbeing Boards - “systems leadership and mobilisation!” People and Places Better Outcomes Health and Wellbeing HWB: HWS JSNA Service Integration ProductivityEfficiency
Where are we now? - Basecamp (1) - there is a high level of commitment and energy - the Health and Wellbeing Boards have formed (and normed?) - they have needs assessments, priorities, strategies and plans
Basecamp (2) • Not everyone is on board: - whole council, GPs, providers - individuals, families, communities • Not enough discussion about money and risk • Wellbeing, inequality and the economy • Distractions and avoidance
Where do we want to get to? Fairness and a productive economy - a fair society, with far less health inequality The lifecourse - a good start in life, fulfilling and productive work, and active ageing Wider determinants - strong building blocks for wellbeing and health Healthy lifestyles - health supporting behaviours Better emotional and mental health - “no health without mental health” Integrated services - no gaps, no duplication
How will we get there? (1) • Leadership and partnership • Engaged and resilient communities • Systems cohesion and public value • A culture of improvement and innovation • Focus on anticipation, prevention and early intervention • Real integration • Making the jig-saw fit
Making the jigsaw fit at local level: -the Health and Wellbeing Board and Clinical Commissioning Group - other partners and providers - individuals, families, communities
How will we get there? (2) • Difficult conversations • Formal/informal settings • Time to listen, learn and debate • Clarity of purpose /focus • Support capacity • Pace, scale and depth • Mobilisation of effort
More questions (1) • Priorities-led or agenda-led? • Commissioning and/or cohesion? • Reaching all GPs/Councillors? • Co-production of health and wellbeing? • Regional/ sub-regional level? • Across all the local partnerships? • PH teams and PH councils?
More questions (2) Timescales: - 100 days to deliver integration plans - 730 days to deliver integration - 1825 days to deliver transformation - 3650 days to avoid meltdown What next?
