What Changes Should Be Made to Planning to Orient It to Development Results:1. Define Goal- Planning should be dynamic and not static- Assess starting point and end point as well as the timeframe for achieving the goals2. Identify and Address Constraints- Insufficient and Inefficient Allocation of Budget- Strategic Planning: prioritize given resource and time constraints
3. Approach- Bottom-Up AND Top to Bottom Approach- Results-Based Performance Management and Evaluation System as part of planning (incorporate principles of inclusive growth, transparency and accountability)- Need for effective link between the Planning and Budgeting Agencies- Continuous monitoring, evaluation and calibrationSENSE OF OWNERSHIP = COMMITMENT TO SUSTAINABILITY
