Finalisation of SEAPs Political approval of the SEAP, coherent with the GHG emission inventory elaborated at local level; Based on existing Guidelines from CoMo; Include objectives, targets, priorities, action sectors, financing, monitoring indicators and a collection of actions. Timing and priorities have to be vlear and wrtitten in the SEAP; Specific targets in every field in which the CO2 emissions should be cut; Action identified by the forums;

  4. SEAP include actions related to all the possible role of the muncipalities: • Consumer; • Planner, developer and regulator; • Advisor, motivator and model for the comunity; • Producer and supplier;

  5. Municipality of Vicenza and Padova • 3 Towns signatories of Covenant of Mayors :Municipality of Vicenza, Monticello Conte Otto, Due Carrare, Rubano • 3 SEAPs developed in the following towns:Vicenza, Monticello Conte Otto, Rubano • 1 SEAPs approved by Local Council (political approval)- Vicenza Observation, remarks: 3 BEI are realized beside the signing towns: Arcugnano, Creazzo, Sovizzo 6 new towns are expected to sign the Covenant of Mayors: Arcugnano, Creazzo, Sovizzo, Due Carrare, Ponte San Nicolò, Vigonza

  6. Municipality of Alba Iulia • 4 Towns signatories of Covenant of Mayors: • Alba Iulia, Ciugud, Ighiu, Sintimbru, Bergin • 4 SEAPs developed • 4 SEAPs approved by Local Council (political approval) Observation, remarks:4 local authorities will sign the Covenant of Mayors

Municipality of Osijek • 5 Towns signatories of Covenant of Mayors : • Municipality of Osijek, Municipality of BeliManastir, Municipality of Belisce, Municipality of DonjiMiholjac, Municipality of Vinkovci • 0 SEAPs developed • 0 SEAPs approved by Local Council (political approval) Observation, remarks: SEAPs for Osijek, BeliManastir and Belisce will be done by the end of July Difficulties in SEAPs development: problems because of local elections and date gathering

  8. Municipality of Palma de Mallorca • 6 Towns signatories of Covenant of Mayors : • Palma de Mallorca, Andratx, Calvia, Esporles, Puigponyent, Santa Maria del Canei • 6 SEAPs developed • 6 SEAPs approved by Local Council (political approval)

Municipality of Limassol • 5 Towns signatories of Covenant of Mayors : • Municipality of Limassol, Mesa, Yitonia, Polemidhia and Yermasogia • 0 SEAPs developed • 0 SEAPs approved by Local Council (political approval) Observation, remarks:Limassol and Polemidhia will develop their SEAPs by end of July

  10. Municipality of Arad • 4 Towns signatories of Covenant of Mayors : • Municipality of Arad, Lipova, Nadlac, Santana ansPecica • 4 SEAPs developed • 4 SEAPs approved by Local Council (political approval)

  11. Municipality of Timisoara • 16 Towns signatories of Covenant of Mayors : • Bucovăţ, Cărpiniş, Dudeştii Noi, Dumbrăviţa, Ghiroda, Giarmata, Giroc, Jimbolia, Moşniţa,Nouă, Orţişoara, Peciu Nou, Pişchia, Remetea Mare, Sânandrei, Sânmihaiu Român, Şag • 2 SEAPs developed in the following towns - INCOMPLETED • Jimbolia, Cărpiniş - just the Strategic Report; • 0 SEAPs approved by Local Council (political approval) Observation, remarks: The deadlines to submitte the SEAPs were postponed for July/August; Difficulties in SEAPs development: Changes in the top management of the local authorities after local level elections , lack of personnel (civil servants leave the system), weak involvement of team members in the Conurbation Towns;

  12. Municipality of Salaspils • 5 Towns signatories of Covenant of Mayors : • Municipality of Salaspils, Ikskile, Ogre, Kegums, Lielvarde • 5 SEAPs developed in the following towns: • Municipality of Salaspils, Kegums • 2 SEAPs approved by Local Council (political approval)

Municipality of Vratsa • 6 Towns signatories of Covenant of Mayors : • Municipality of Vratsa, Municipality of Kozloduy, Municipality of Mezdra, Municipality of Orayhovo, Municipality of Mizia, Municipality of Krivodol. • 6 SEAPs developed • 5 SEAPs approved by Local Council (political approval) • Municipality of Vratsa, Municipality of Kozloduy, Municipality of Mezdra, Municipality of Orayhovo, Municipality of Mizia Observation, remarks:The Municipality of Krivolol will be accepted to the end of June Difficulties in SEAPs development: no difficulties encounted

  14. RESULTS: • 54 Towns signatories of Covenant of Mayors : • 25 SEAPs developed in the following towns: • 22 SEAPs approved by Local Council (political approval)

  15. WP5 SEAP IMPLEMENTATION • Trainee Municipalities and Conurbation towns commit to the local implementation of actions in order to reduce CO2 emissions, energy savings and use of RES; • The actions are not funded through the CONURBANT Project; • Implementation of actions will be monitored using indicators decided in SEAP development; • Each Trainee Municipality and Conurbation towns will implement at least 2 actions within the first year after finalisation of their SEAP – 3 most relevant actions will be analyzed and selected in corelation with the best financing tools;

WP5 SEAP IMPLEMENTATION • Analyzing financial oportunities for financing selected actions – using existing guidelines and financial posibilities; • 5 out of 8 trainee Municipalities will finalize a proposal and apply for funding – ELENA Facilities – minimum investment triggered of ca. 75 miliona Euros/municipality → Partnership total investment for at least 375 milion euros. • Trainee Municipalitie will involve Conurbation towns in the investement plans;

  17. WP5 Tasks Task 1 Selection of most relevant actions and planning Leader ARAD • Will be selected the 3 most relevant actions to be implemented within the first zear after finalisation of the SEAP, based on: - feasebility and financind opportunities; - cut of CO2 emission foreseen; - relevance to the local/municipal Strategy; Technical support will be provided.

  18. Task 2 Search for funds and ELENA Facility Leader TIMISOARA Municipality + SOGESCA + PADOVA Municipality • Tutoring Municpalities support Trainee Cities and Trainee Cities their Conurbation towns in the search. • Regional and National Supportng Structures will be contacted for oppinions and help to find financial solutions to facilitate investments in CO2 emisiion reduction, energy efficienncy and local RES using ; • POSIBILITIES: Market Based Instruments, PPP, loans, Guarantee mechamism, Use of insurance services, ESCOs, Carbon Funds and carbon credits, Equity investments funds in vendure capital funds, Green investment funds, Public funds (local, regional, national), structural funds, EU level funds;

  19. Task 3 Leader: ARAD Municipality • Implementation of at least 2 actions and proposals within the first year after the finalisation of the SEAP, funded throught different funding sources; • Peer-to –peer guidance by Tutoring Cities and Trainee Cities, that will play a key role in their Conurbation towns. • If the case of small Municipalities, the implementation of actions will be realized bz involving more thant one town; • RESULTS of the actions will be monitored and reported by the end of the project and evaluated against the indicators selected in each SEAP;

  20. OUTPUTS • Set of financial opportunities shared in each partner territory • Selection of 2 relevant actions in each Trainee Municipality and Conurbation town – 96 actions; • At least 2 actions /Municipality implemented in the first year after the publication of the SEAP; • Monitoring of resuts by the end of the project in all Municipalities (WP6); • An average of 7.5 milion Euros investments per consortium triggered by the end of the project; • At least 5 proposals to the ELENA Facility to develop invenstemnt plans for at least a total of 375 miliona Euros;

  24. WP5 SEAP IMPLEMENTATION

  25. STEPS: • Setting up the SEAP Management Team from employees (public servants) of the municipality administration (if this has not been done already) – Mayors Decision and Local Coucil Decision if local councillors are involved; • Completion of the job descriptions with new tasks in terms of responsibilities and duties for the coordination and implementation of measures and actions of SEAP: • Developing procedures for processes or operational procedures, as appropriate, to implement and monitor measures and actions in the implementation of the SEAP; • Opening a data collection sheets for the implementation of measures and actions, specifying the responsible person, the reporting period of the degree of implementation;

  26. STEPS • Communication – internal and external; • Internal communication (management bodies of the sites and activities, interdepartmentalexchange and dissemination ofinformation, etc.) • External communication (information for the broad public, education and trainingof personnel, public debates and consultations with thetarget groups). Dialogue with local public is needed,since it may help to achieve a change in the attitude andbehaviour of all stakeholder groups and individuals onenergy-related issues.
