  2. New chairmanship • The outgoing chairman M. Roberto VIOLA emphasized the key role of RSPG in providing to opinion to the European Commission. • The RSPG elected its new chairman: M. Gilles BREGANT (France), former RSPG vice chairman.

  3. Addressing the growing demandfor wireless broadband • On the basis of the interim report of the working group, RSPG exchanged views on 700 MHz which confirmed the needs for exchange of views at RSPG level and of a policy debate • The RSPG opinion will be adopted for Public consultation in February • The opinion will provide a roadmap on the way to meet the 1,200 MHz objective of the RSPP : • A prospect of the long-term future for the 700 MHz band • Additional bands to be considered as candidate for reallocation including within the L bands and at 2.3 GHz for which CEPT has anticipated harmonisation measures • In relation to 700 MHz band, RSPG will consolidate the results of a questionnaire on digital terrestrial TV in the Member State in a Report to be adopted in June 2013 at the same time of the final approval of the Opinion

Licensed Shared Access • EC has presented its Communication on Shared Use of Spectrum which triggered a lot of comments within RSPG • In order to focus its activity on one specific aspect of Shared Use of Spectrum, “Licensed Shared Access”, RSPG has created a working group to develop an opinion • This work group will be lead by M. Antonio Fernandez-Paniagua (Spain) • The final opinion is expected in November 2013

Strategic sectoral spectrum needs • RSPG took note of the current activity in response to article 8 of the RSPP, “spectrum needs for other specific Union policies” • RSPG confirmed mainly sectors to be addressed at strategic level: • Galileo • GMES (Global Monitoring for Environment and Security) and scientific research • Intelligent Transport Systems (ITS), including road, railways, aeronautical and maritime transport • Energy, including smartmetering • Internet of Things, including RFID and M2M • PMSE • Potential synergies between sectors may be identified

  6. EU Assistance in bilateral coordination • Draft RSPG Report on the coordination approach for broadcasting if 700 MHz isreallocated to mobile, for adoption in February : • Bilateral/multilateralagreements for reconstitutingrights for broadcasting • Monitored by CEPT • At least 3 yearswillbeneeded • RSPG « Good office » appliedsuccessfully for interference case in the UHF broadcasting band betweenItaly and Malta

  7. EU Common Policy Objectives for WRC-15 • Opinion beingcurrentlydeveloped in two stages : • Main themes of the WRC-15 Agenda relating to EU policies (February 2013) • Proposedcommonpolicy objectives (June 2014) • RSPG identified the main areas of EU Policy relevant to the WRC-15 agenda • Electronic communications services, in particular the issue of availability of spectrum for wireless broadband data applications. • Aviation, maritime and road safety purposes in relation to EU transport policy. • Scientific use which may have important environmental and safety implications. • International regulatory procedures and new satellite allocation issues in relation with EU space policy

  8. Interference management • Interferenceisrecognized as a challenge in national spectrum management : • LTE/Broadcastinginterference at 790 MHz • UIC/GSM interference in the 900 MHz band • Interference to radars at 2,7 GHz • WiFi radars interference at 5 GHz • RSPG report willidentify best practices amongstMember States • The RSPG working group willalsoaddress the role of receiverparametersin Spectrum management including in a context of the proposedrevision of the R&TTE Directive
