  1. The Allure of Authoritarianism • Partly-free countries, uncertain which direction to take, are incresingly less convinced that the liberal path toward greater freedoms, symbolized by the United States, is the way of the future. • Authoritarian regimes are not just more numerous; they are more confident and influential. • More evidence of authoritarians swapping tips • In the political rhetoric of many authoritarian governments, we see fascination with copying China • "China model of authoritarian capitalism is gaining currency. Governments from Syria to Vietnam (along with Sudan, Burma, Uzbekistan, North Korea, and Zimbabwe, to name just a few others) have sung its praises." • More and more counties are interested by the Chinese “experience in building a political system dominated by one political party.”

  2. The Beijing Consensus • The biggest reason why democracy’s magnetic power has waned is the rise of China—and the belief of its would-be imitators that they too can create a dynamic economy without easing their grip on political power. • Prosperity without relinquishing power • China refrains from delivering lectures on political and human freedom. • Quid Pro Quo • The global economic downturn—and China’s ability to survive it —has greatly boosted the appeal of the Beijing Consensus.
