WTO SPS agreement • Encourage trade between countries • Ensure that import and export of agricultural products takes place according to accepted international principles, norms and standards • Members have a right to take phytosanitary measures necessary for the protection of plant Health or life • Phytosanitary measures shall be technically justified • Appropriate level of Phytosanitary measures should have at least negative effect on trade

  4. Establishment of an export programme • PRA by importing country • Determine quarantine pests • Risk Management option • Bilateral liaison between NPPO • Determine phytosanitary measures • Authorization by importing NPPO

GAP application • Application of GAPs are prerequisite for importing countries such as USA and China for certain pests • USA – FCM • China – FCM, Fruit flies, carob moth, Fuller’s rose beetles and other pests as stipulated in the protocol • General principle • Effective pest monitoring (trapping) • Effective pest management (In orchards, pack house/during transportation –NB: Hitchhikers) • Effective sanitation (orchards/pack houses) • Records maintenance • Ensure traceability
