PRC-006-WECC-CRT-1 – Underfrequency Load Shedding Criterion • Approved by the WECC Board of Directors December 6, 2012 • Became effective January 1, 2013 • Attachment A is the WECC Coordinated Off-Nominal Frequency Load Shedding Plan • Attachment B is a data reporting form that certain registered entities must complete and return each year

  7. PRC-006-WECC-CRT-1 – Underfrequency Load Shedding Criterion • Each Balancing Authority shall annually allocate its Balancing Authority Area’s Peak Demand to its respective Transmission Operator(s) • Must be allocated by June 1 of each year • Each Generator Owner must compile and submit any frequency-tripping schedules they use for protecting their generator units • Must be submitted to the Review Group by June 1

  8. PRC-006-WECC-CRT-1 – Underfrequency Load Shedding Criterion • Each UFLS Entity or its designated agent shall complete Attachment B with its UFLS data and submit the completed Attachment B to the UFLS Review Group • Must be allocated by July 1 of each year • WECC is developing a portal for submittal of Attachment B • Information will be distributed and an announcement placed on the WECC web site

  20. PER-005-1 Implementation • You must have a training program that uses a documented Systematic Approach to Training (SAT). • SAT must consist of the following elements: • Analysis • Design • Development • Implementation • Evaluation

PER-005-1 Implementation • The training program must include: • A description of the SAT process used in establishing the training program • Initial and continuing training, consistent with the SAT • Training staff that is competent in knowledge of system operations and instructional capabilities

  22. PER-005-1 Implementation • You must have a completed Task List by April 1, 2013 • You can not have just the process in place to create the tasks • You must have a defined method for selecting or determining a reliability-related task

  23. PER-005-1 Implementation • Learning materials and objectives do not have to exist by April 1, 2013, but they must exist for any learning activities prior to delivery • Similar tasks can be grouped together into a single learning activity

  24. PER-005-1 Implementation • All System Operators must verify that they are capable of performing the tasks included in the Task List by April 1, 2013.

  25. PER-005-1 Implementation • If operators have not verified that they are capable of performing all of the tasks, those operators may not perform those tasks without direct supervision • Upon verification of the operators capability to perform the tasks on the task list the operator may work independently
