American Institutes for Research (AIR) • Washington D.C. based non-profit • Only organization currently delivering statewide, online adaptive tests approved for ESEA accountability • 1,600 people working in the areas of assessment, education research and technical assistance, health, human development, and international development.

Proposal Highlights Technology • Fully Internet based with the smallest technology footprint • Works on very primitive hardware (10 year old computers) and networks, as well as the newest most advanced tablets (iPads) • Requires only about 5Kbps of bandwidth per student, requires no caching or local proxy

  4. Proposal Highlights Summative • Custom built adaptive assessment to match Utah Core Standards • Wide variety of machine-scored constructed-response and other technology enhanceditems • Immediate results with robust reporting • Administered yearly in Spring

  5. Proposal Highlights Interim • Uses Summative technology platform and shared item bank • Predictive of Summative • Fall to spring student growth scores • Immediate results with robust reporting • LEA option

Historical Review • Blue Ribbon Committee on Assessment (2007) • K-12 Pilot (2008) • House Bill 15 provides $6.7 million on going funding for Adaptive Assessment (2012) • State Board of Education appoints RFP committee • RFP written, statewide review • State Board of Education appoints RFP selection committee • Proposals reviewed, scored and vendor selected

Projected Future Timeline • Contract negotiations and completion of scope of work (Nov.-Dec.) • Contract signed and AIR begins work (Jan 2013) • Transition timelines available (Jan 2013) • CRTs will be administered in spring 2013 • UTIPS will be supported for 2012-13 and until the transition is complete

  9. Contract Negotiations • Contract negotiations committee will include representatives from: • Current K-12 Pilot • Policy Advisory Committee (PAC) • Computer Based Testing Committee (CBT) • USOE assessment staff • Ongoing Advisement from: PAC- Policy issues CBT Committee- Technical issue

  10. Communication Plan • This is a first in a series of planned webinars • Webinars will be recorded and posted on USOE webpage • Webinars will be used to provide educators with information to prepare and assist with the transition • LEAs will be provided with regular project updates
