Congress directed FAA to integrate UAS into the NAS by 2015 STRONG POLITICAL SUPPORT Shaped components of solicitation – noncontiguous test ranges “…we have not placed restrictions, other than safety, on the quantity or locations of applicant team members or test ranges…” Michael Huerta FAA Administrator April 10, 2013 “… we strongly encourage you to include proposals for multi-state and multi-site test site designations.” FEB 7, 2013 Governor Kitzhaber includes $2.5M UAS proposal in FY13-15 budget

  4. Strong emphasis on: • UAS experience • Piloted aircraft experience • Existing infrastructure • Existing procedures FAA Solicitation issued 02/14/13

SIR Application Process • Seven proposal volumes with multiple submission dates • Six proposal volumes submitted to date • Last volume due May 6, 2013 • Privacy Policy to be established in June – Comments due by 23 April • Contracting via ‘Other Transaction Agreement’, essentially a MOA between Parties, targeted for end of December.

STRATEGIC APPROACH Alaska to lead multi-state team Oregon & Hawaii are key members Noncontiguous Test Ranges span widest diversity of geography, climate and flight operations (high and low altitude, conventional and high speed, conventional and unconventional takeoff and landing, etc.) Total of 14 Test Ranges

Experience dating to 2001 • 7 Test Ranges • Extensive collaboration with state DOT, aviation, National Guard, industry & federal organizations • Offers singular UAS operations test areas • Partners with Joint Pacific Alaska Range Complex, which operates the largest U.S. land and ocean air test range ALASKA

  10. 4 Test Ranges • Operational experience since last quarter 2012 • Commercial capability • Contributes 17 team members, bringing substantial UAS industry and premier research organizations to PPUTRC • Test ranges vary from coastal to desert OREGON

  11. HAWAII 3 Test Ranges DoD connectivity Contributes 4 team members, including academia, state government, economic development Test ranges vary from coastal to tropical

PPUTRC includes 58 Team Members: • Academic research centers with active R&D programs and directly-related experience • UAS industry spanning all aspects of UAS, UAV, command & control, engineering support and critical infrastructure • Key sensor suppliers • SMEs • Government aviation agencies and National Guard components, some with UAS platoons • Tribes • Trade Associations PLUS 3 participating countries – Norway, Iceland, Canada
