Minimum Flows and Levels • Minimum flows and levels (MFLs) have been set for the St. Johns River at several locations. • MFLs on the St. Johns River have been peer-reviewed. • Additional MFLs are under development. • MFLs provide an upper limit on the cumulative quantities of water potentially available ― estimated at 155 mgd from the St. Johns River ― in order to assure no adverse impacts. • Salinity modeling was done, but more scenarios should be investigated. • The District has received peer review for groundwater models, surface water hydrologic models and reports documenting these models, economic analysis, water use data, and concentrate management evaluations.

Net Permitted Withdrawals from the St. Johns River • Brevard County ─ 21 mgd • Seminole County ─ 6.2 mgd • Volusia County ─ 2 mgd • Putnam County ─ 11 mgd • Duval County ─ 42.3 mgd mgd = million gallons per day Net withdrawal = total withdrawal minus return to river Includes only withdrawals with quantities of 100,000 gallons per day or greater from the St. Johns River between the Atlantic Ocean and U.S. 192. Does not include permitted withdrawals for fire protection.
