  16. Where are the Navy and CG heading • Certificates are not enough • Quality assurance • Implementing the ISM code • Performance requirements • Policies and documentation • Changing the attitude • Retraining • Users must demand training on new equipment • Extended use of simulator

Summary e-navigation education • The focus on the need for education on modernised systems came to late • Tradition is our “worst enemy” • Traditional education and training are still valid • More training and retraining are needed • IMO requirements are not enough and perhaps not tough enough • Work has started so things are looking better but the process is challenging
