  2. 2009 the Department of Juvenile Justice entered into the Commonwealth NeurotraumaInitative, Youth with Brain Injury Project. • Championed by Delegate Scott, this was a multi-agency effort that included: • Department of Juvenile Justice • Virginia Commonwealth University • Department of Correctional Education • Department of Aging and Rehabilitative Services • Brain Injury Association of Virginia • Department of Education

  3. Objectives of the Project • Create a standardized assessment protocol to identify youth with brain injury. • Study the prevalence of brain injury among youth committed to the DJJ.

  18. VCU Brain Injury Screening Tool • Hit or Hurt Head? - 52.5% • Of This 52.5% • Felt Dazed or confused? - 70% • Experienced Headaches? - 68% • Lost Consciousness? - 29% • Memory Problems? - 27% • Poor Frustration Tolerance? - 25% • Concentration Problems? - 21%

  19. Medical Record Review • Incidents of Hypoxia - 17% • Prenatal Drug/Alcohol Exposure - 13% • Other Perinatal Trauma - 11%

  20. Neuropsychological Testing • Clinician Conclusion that Testing was Suggestive of Brain Injury • 35.7% of youth tested

  21. Testing Suggestive of Brain Injury and… • Medical Record Indicates History of: • Hypoxia - 28.6% • Prenatal Drug/Alcohol Exposure - 43.7% • Other Perinatal Trauma - 44.8%

  22. Institutional Behavioral Correlates • Positive Findings for Both Testing Indicators Suggestive of Brain Injury and/or Prenatal Drug/Alcohol Exposure were Positively Correlated With Higher Rates of Institutional Offenses
