Overview • The work was commissioned by RTTP under SSATP. • Based on the ‘Rural Transport Knowledge Base’ which is a set of reference materials published in 2001. • The Task Manager was Dr. George Banjo and review team: Mr. Dieter Schelling, Mr. Tseggai Ellias and Mr. Nigel Ings • Material development by The IDL Group and designed and written by Karen Lles • Technical Review by TRL

Objective in Developing Material The principal objectives in developing the material were to: • Create a body of good and coherent training material which effectively communicates existing body of knowledge and good practice on Rural Transport • Flexible in use and regularly updated • Able to be used to achieve different training or awareness raising objectives and or to facilitate project preparation

The Training Materials • Content: Five Modules which are ‘stand alone’ sessions • Module1- Policies and Strategies • Module 2 - Planning, Design, Appraisal and Implementation • Module 3 - Finance and Management • Module 4 - Rural Mobility • Module 5 - Social and Environmental Issues • And an INTRODUCTION which itself can be used to for a shortened presentation • (refer to actual modules)

  6. Training Materials Cont’ Target Group • Targeted to be used by RT expert with training skills • Target audience includes • Middle or Senior level managers • Donors, NGOs, Consultants and Academics • Policy makers Considerable scope for use at undergraduate and graduate level

Structure of Training Modules • Training materials are generic and include: • Session outlines • Suggested training methods • Group activities and • Key questions/issues to explore topics • Materials have been designed for use in participatory learning such as workshops, seminars and courses • Recommended class for one trainer is 12 to 16 participants

Structure of Training Modules Cont’ • Duration – allocate 3 hrs to full day for a session depending on training objective and estimated times for modules are: • Introduction session – ½ a day • Module 1 – 3 days • Module 2 – 5 days • Module 3 – 2 days • Module 4 – 3 days • Module 5 – 4 days • The training is comprised of : • 25 sessions • 47 presentations and • 67 activity sheets • And each session has been designed using one technical paper and one case study How used depends on training objective and duration

  9. Training Approach • Participatory method based on principle of building on participants’ knowledge and experience – ‘learner centred’ • Two broad categories: • Plenary Methods • Group Methods • (show box no.2)

Using Training Module • Get the right equipment and materials • Trainers should be familiar with the technical papers and case studies from the ‘Rural Transport Knowledge Base’ hence need to be RT experts • Know key points • Training process: • Power Point Presentation (plenary) • Activity Sheets (group) • (show box 4)

Progress in Roll-Out • First Training of Trainers Workshop was carried out in October 2007 in Kenya • Participants selected from government, academic institutions, associations and consultants from within the region • A principal objective was to ‘test’ the materials with regard to relevance, coverage and approach • Material endorsed with some gaps in content identified for filling • Identified also was need for trainers (RT experts) to have training skills so as to optimize value of the material. • ARTA given the mandate by SSATP to facilitate training courses using the modules • Nigeria is arranging for District Engineers to be trained using the modules in 2008/09.

Key Recommendations from the Nairobi Workshop • Need to involve more Academic institutions in efforts to main stream consideration of rural transport issues in SSA • Involvement of associations such as ARTA, IFRTD useful in promoting use of the material at regional and country level. • Have key regional Trainers to work together for regional/country needs • Budget for such training can sourced from relevant government and donor projects • Need to show link between poverty reduction and economic growth to rural transport development for policy makers through such training

Next Step in Roll-out • Update to fill identified gaps including some new case studies • Arrange MOU with key training institutions (one Anglophone and one Francophone) within region for regular use of material to hold training events • Hold TOT workshop to develop core regional RT experts versed in use of material (Jan/Feb 2009) • Hold workshop with academic institutions to discuss adoption of the material for academic studies • Translate to French

Conclusion • For Rural Transport initiatives to be sustainable in developing countries, need for continuous sensitization of policy makers to the issues and to develop implementation capacity. • The SSATP RT Training Materials is an important tool in achieving these two objectives. • ARTA and SSATP looks forward to collaborating with others in its use.
