FSSI Office Supply BPAs Overview • Federal Strategic Sourcing Initiative (FSSI) Blanket Purchase Agreements (BPA) for office supplies were awarded to 13 small and 2 large businesses and are currently available for use • Savings to most agencies are expected to range from 5% to 20% with discounts from schedule averaging 19% • Under the BPAs, discounts increase as the collective purchases grow across the federal government, truly leveraging the government's buying power • Additional benefits include: • Point-of-Sale discount ensures anyone paying with a Government SmartPay card receives the BPA pricing regardless of purchase channel • Simplifying data collection and enhancing transparency by enabling agencies to better manage expenditures and measure cost savings • A variety of small businesses for achievement of socioeconomic goals • Full compliance with applicable regulations to include the AbilityOne program, sustainable purchasing requirements and the Trade Agreement Act • Support for Green Initiatives including toner recycling program and availability of environmentally preferable products

The FSSI BPAs available for use • One-year period of performance began June 1, 2010; there are threeone-year option periods • Pricing is uploaded to GSA Advantage! and DOD EMALL • Access is available through FSSI aisle • Vendors have until December 1, 2010 to work out details to ensure pricing is provided without the need to go to FSSI or Strategic Sourcing specific websites (point of sale)

  8. Communication & Marketing What GSA is Doing:

Reporting Objectives • The objective of reporting is to capture data for business intelligence to allow agencies to: • Better manage expenditures and measure cost savings • Monitor compliance with applicable regulations, agency policies and mandates • Manage vendor performance • Target outreach to increase usage • Negotiate better pricing

  10. Reported data will be available for Agencies to download from the FSSI Knowledge Management Portal PROPOSED STANDARD REPORTS Additional reports could be available through Ad Hoc reporting capabilities and SmartPay reporting

Customer Data Reporting • Current Level III reporting provides customer information at the Agency and Bureau level • Agency provides the customer Agency (e.g. DHS) • Bureau provides the sub-agency customer level (e.g. FEMA) • No additional information is needed from Agencies to provide this level of data • More granular reports on customer information would require coordination with agencies to identify and collect data elements • Detailed customer information is managed at the specific Agency SmartPay management office • Information may be able to be integrated into reporting • GSA is working with FSSI vendors and SmartPay management offices to determine how best this can be accomplished
