  3. Justify the choice of the issues:

Annex 1 • “Sample survey on small and medium enterprises ” from Mongol Bank showed that at the end of 2012 there are active 36 thousand SME’s but only 12 thousand of 30% of them are regular tax payers. As Sample Survey showed general index of the financial resource has the lowest rate (Picture 1). The main conducting issues are : Availability of soft loans from Government and International Organizations, investment in labor market, high banking interests, loan timings, general volume of credits and deposits. • From these issues the Availability of soft loans from Government and International Organizations is the main one. Although Government has shown tidy credit ease and discounts on interests ,enterprisers have highlighted many cycles and steps to be involved in it. Also insufficient funds and frameworks that Government offers have influenced on such low rate. From other side, creditors have informed that the main issue on giving credits are that enterprisers cannot perform lending terms satisfactorily.

Annex 2 • Research from the Mongolian Labor Exchange shows the high unemployment prevailing Mongolian society is related to lack of qualifications held by Mongolians. • Reasons for the lack of qualifications include “low work ethic, unsatisfactory professional and language skills, the inability to take on prolonged work pressures and responsibilities, rejection of work and salary, lack of teamwork, and the inability to use high end technologies. • Middles schools are heavily institutionalized, following a strict schedule and strict time table—remnants of the old Soviet education system. The strict nature of these schools may be effective in some instances, but it does not impart to students practical working skills, such as those named above. Mongolian public schools lack comprehensive lesson plans on how to develop practical skills, and it is entirely up to the teacher whether or not students can gain these attributes. • Although Mongolia's education law promised great change, lesson planning and new teaching methods were generally not introduced, spawning at least two generations of people with no practical skills. Mongolia's most skilled workers tend to find employment in foreign countries, attracted mainly to the larger salaries. • Source: UB Post
