NAFSMA Concerns with Wetlands Guidance • Process • Doesn’t Clarify the Issues • Issues Specific to Flood Risk and Stormwater Management – basins, swales and ditches • New Ecological Biological Connection Will Expand jurisdiction over “adjacent” wetlands. • Operations and Maintenance of Flood Control Facilities – Does nothing to address this issue or provide clarity on this critical public safety issue. • Clarification of the examption for flood conrtol facilities • O&M – Need longer permits (10 years)
