  2. Mission To increase the capacity of the Information and Referral field to respond to disasters.

  3. Vision AIRS will increase the capacity of the Information and Referral field to respond to disasters by establishing a 2-1-1 Disaster Response Team consisting of trained professionals who can establish or supplement a call center during times of disaster and provide training to the field during non-disaster times.

  4. AIRS Standard • AIRS Disaster Standards first published around 1998 through a FEMA grant that explored ability of I&R in a disaster • Standard was resisted at the time by many members “as it wasn’t what I&R was about” and “I&R does not have a disaster role…”

  5. AIRS Standard • Then 9/11 happened followed by Hurricane Katrina and Rita • Each edition of the Standards has seen the Disaster Standards become more prescriptive and detailed

  6. AIRS Standard • Today, the Disaster Preparedness standards describe the requirements an I&R service must meet in order to connect people to critical resources in times of disaster. The I&R service is prepared to: • Assess and provide referrals for inquiries • Development of an emergency operations and business contingency plan • Support its ability to effectively accumulate, validate and disseminate accurate information • Provide information and referral • Provide community reports

  7. HISTORY of DRT

  8. History • 2005– Call for 2-1-1 and I&R professionals across the country. 170 were deployed with no formal screening or deployment process to: • Monroe, LA • Houston, TX • Jackson, MS

  9. November 2005 AIRS Board approves recommendation of Disaster Committee to explore “Disaster Response Team” approach to disasters.

  10. December 2005 UWA commissions two After Action Reports: Identified need to have established Disaster Response Teams Specialized training on technical, physical, and emotional aspects UWA National Professional Council: Establish 2-1-1 Disaster Response Team

  11. 2006 • UWA and AIRS Form partnership in April 2006 • To Jointly Develop, recruit, train and manage 2-1-1 DRT • 2006-2007 Training Plan is rolled out

  15. Plan Assumptions • Disaster Operations are different than daily operations • Not all skill sets are present in a call center • Disasters can occur anywhere • Disasters vary in magnitude • Take care of family first

  16. Plan Assumptions • Proactive vs. reactive • Past disaster experience • Supports volunteer impact project • Supports CAN • Train the trainer

  17. Post Plan Disaster Team responds to requests: • San Diego, CA • Iowa and Michigan • Dallas and Fort Worth

Disaster Response Team Survey • A survey was distributed to the AIRS and the 211 US Disaster Committee to determine thoughts and input on the future of the DRT as well as to build a plan to meet those needs: • 187 respondents • 12 had used the services of the DRT • 173 had not used the services of the DRT

  19. Disaster Response Team Survey • The comments seemed to fall into the following areas: • Training – “How To” and best practices. Being done via the webinars and Disaster Track at the AIRS Conference • Information on Community Resources - More of a local solution but could be educated on how and where to find resources during times of disaster. • Technology – could be an area the new AIRS Technology Committee could work on.
