  3. EU Political Actions • 8 September 2004, Commission Working Paper: Coordinated and Integrated Approach to Combat HIV/AIDS within the European Union and in its Neighbourhood was adopted • 16 September 2004, Vilnius Declaration was adopted

  4. EU Political Actions • HIV/AIDS included in Health Council Conclusions in May 2004, December 2004, and May 2005 • HIV/AIDS included in European Council Conclusions in June 2005 • HIV/AIDS taken up in the EU-Russia Summit in May 2005

  5. HIV/AIDS policy • The EU policy on HIV/AIDS in Europe is presented in series of documents • The basic element in the policy is to coordinated activities of the Commission to increase the effective response to the epidemic

  7. Coverage of HIV/AIDS Policy • The EU policy on HIV/AIDS in Europe is focused on EU Member States and neighbouring countries (Candidate countries, Russia, ENP countries, and Balkans) • Partners in the implementation include civil society, international organisations as well as governments

  8. Commission – structures • In April 2004, HIV/AIDS Task Force within SANCO – 10 people from 6 units within SANCO-C • In May 2004, Interservice group on HIV/AIDS in Europe is formed within the Commission with participation of 14 DGs

  9. Commission – structures • June 2004, the HIV/AIDS Think Tank met for the first time. This group was established based on calls from the HLCH in April 2004 • September 2005, the HIV/AIDS Civil Society Forum – a informal working group of the Think Tank – met for the first time

  10. Implementation of EU policy • Most commitments in the Working Paper have been fulfilled • For most of the fulfilled commitments, follow-up actions have been identified and in many cases they have also been fulfilled with further follow-up actions

  11. Implementation of EU policy • Most part of the Commission work on HIV/AIDS in Europe has been on • Prevention – both towards vulnerable groups and general population • Access to treatment and care • Include health in other policies and instruments such as structural funds • Neighbourhood

  12. EU projects on HIV/AIDS • Under the new programme there are 6 ongoing projects • 4 on HIV/AIDS prevention • 1 on sexual health of HIV+ • 1 on sexual health and rights of youth • 2 HIV prevention focused in negotiations

  13. Current activities • Communication on combating HIV/AIDS in EU and Neighbourhood, planned for adoption in November • Planning Awareness Raising Initiative • Targeted prevention towards vulnerable populations

  14. Current activities • Addressing Human Rights and HIV issues • Prepare inventory of best practises in drug treatment • Planning seminars in Russia and Ukraine
