Problem and Drivers • Problem: • Shortage of skilled personnel in IWT • Ageing workforce • Safety • Drivers: • Lack of attractiveness of IWT professions • Barriers hampering access to IWT professions • Diverging professional qualification requirements in the MS • Diverging training standards

  3. II. Options • Option (a) business as usual • Option (b) harmonisation of the training standards • Option (c) harmonisation of the professional qualification and certification rules • Option (d) combination the options b and c in one instrument

Impacts • Business as usual • would maintain the status quo, no solution, no option. • Option (b) harmonisation of the training standards • only the training standards for all crew members • barriers to entering the profession (certification) not dealt with • most visible effects on safety of navigation because of the modernised training programmes • Option (c) harmonisation of the professional qualification and certification rules: • only certification affected and with that barriers to entering the profession, the training aspect left outside of the scope • noticeable effects on the labour market, shortages and the SMEs as they could benefit from the extended supply of boatmen and other crew members on the operational level. • Option (d) combination the options b and c in one instrument: • Real chance to increase the attractiveness of IWT professions and to remove barriers to the profession • Positive impact on safety, mobility of workers and trainees in IWT, consequently on SMEs and the competitiveness of the sector • As a result economic impacts would be visible, also due to climate-friendly IWT • boosting economic activity in the sector, would also have positive effects for the climate policy

  5. IV. Concept and gouvernance • I. Legal framework • Laying down general requirements and provisions, mechanism for adopting technical standards to be referred to in implementing/delegated acts • The technical standards themselves will be developed outside of the EU legal instrument and then referred to by an implementing act under the legal framework to make them applicable at EU level. • II. Mandate • Mandate willbegiven to an outside body to develop the technical standards • III. Annexes • The annexes will stipulate the essential requirements regarding various subjects covered by the respective annexes • The essential requirements will define what is necessary to achieve a desired/effective system for the subject covered by the relevant annex • The areas to be covered in the annexes will be discussed within the Common Expert Group

Organisation and timing • 1 September 2012: start of the service contract under Marco Polo II: input for Commission proposal and impact assessment, supporting running of a Common Expert group on professional qualifications and training standards (CQT) • First meeting of the CQT: 24 September 2012, several meetings until April 2013 • Impact Assessment to beready for December 2012 IAB • Adoption of the proposal for Qualifications and Training Standards in Inland Navigation in April 2013
