  3. RESPONSIBILITY • TIME AND ATTENDANCE RECORD KEEPER • PROVIDE EMPLOYEES AND THEIR SUPERVISOR WITH ATTENDANCE AND LEAVE FORMS • UPDATE STAFF OF CHANGES IN T&A POLICIES/PROCEDURES • FORWARD COMPLETED SEMIANNUAL REPORTS TO STATE PERSONNEL

  4. CLASSIFIED SERVICEVACATION LEAVEFULL-TIME • ACCRUING VACATION CREDITS • 37.5 hour week • 3.75 hours biweekly - 7 years or less • 5.75 hours biweekly - over 7 years • 40 hour week • 4 hours biweekly - 7 years or less • 6 hours biweekly - over 7 years

  8. PART-TIME CLASSIFIED SERVICE EMPLOYEES • EARN VACATION AND SICK LEAVE ON A PRO-RATA BASIS, BASED ON PERCENTAGE WORKED (FTE) • SEE CHART ON THE BACK OF PRESENTATION HANDOUT FOR ACCRUAL RATES

  9. PART-TIME EMPLOYEES AND HOLIDAYS • PART-TIME CLASSIFIED EMPLOYEES EARN ONLY THE HOLIDAYS THAT FALL ON A REGULARLY SCHEDULED WORK DAY • IE: IF AN EMPLOYEE IS NOT SCHEDULED TO WORK ON A MONDAY, THE HOLIDAY IS A MONDAY, THEY DO NOT ACCRUE

  10. VACATION LEAVE • VACATION ACCUMULATION • maximum accumulation - 40 days • compensated up to 30 days upon separation from state service

  11. ANNIVERSARY DATE FOR VACATION PURPOSES • DATE OF ORIGINAL APPOINTMENT • LEAVE WITHOUT PAY/SEPARATION • 6 MONTHS OR MORE • ADJUSTMENT NEEDS TO BE DONE

  12. ADJUSTED ANNIVERSARY DATE • DETERMINE THE DURATION OF THE LWOP IN CALENDAR MONTHS & DAYS • ADD NUMBER OF MONTHS AND DAYS TO THE VACATION ANNIVERSARY DATE • RESULT IS THE ADJUSTED DATE

  13. EXAMPLE OF ADJUSTMENT • ANNIVESARY DATE IS JUNE 20, 1987 • LWOP FOR 9 MONTHS AND 20 DAYS • ADD 9 MONTHS AND 20 DAYS TO JUNE 20, 1987 ANNIVESARY DATE • 06/20/87 PLUS 9 MONTHS AND 20 DAYS EQUALS 04/10/88 • NEW ANNIVESARY DATE IS APRIL 10, 1998

  14. PERSONAL LEAVE • ALL CLASSIFIED EMPLOYEES EARN 5 DAYS OF PERSONAL LEAVE ON THEIR ANNIVERSARY DATE

  15. PERSONAL LEAVEANNIVERSARY DATE • DATE OF ORIGINAL APPOINTMENT • ADJUSTMENT OF THIS DATE ONLY WHEN AN EMPLOYEE IS NOT ON THE PAYROLL • NEW ANNIVERSARY DATE IS THE DATE THE EMPLOYEE RETURNS TO THE PAYROLL

  16. FULL-TIME CLASSIFIED STAFF SICK LEAVE • ACCRUING SICK LEAVE CREDITS • 37.5 hour week • 3.75 hours biweekly • 40 hour week • 4.0 hours biweekly

  17. SICK LEAVE MAX ACCUMULATION • CSEA • ASU - 190 DAYS • OSU - 200 DAYS • ISU - 200 DAYS • PEF- 200 DAYS • COUNCIL 82 -225 DAYS • SECURITY UNIT - 225 DAYS

  18. CLASSIFIED STAFFSICK LEAVE AT HALF PAY • TO BE ENTITLED TO SICK LEAVE AT HALF PAY (SL@1/2 PAY) AN EMPLOYEE MUST: • have permanent status • have at least one year of state service • be absent because of personal illness or disability • must exhaust all other accruals

  19. SL @ 1/2 PAY • ACCUMULATION OF SL@ 1/2 PAY • based on union contract • 10 days for each six months of state service

  20. FAMILY MEDICAL LEAVE ACT (FMLA) • ELIGIBILITY: • MUST BE EMPLOYED FOR A MINIMUM OF ONE YEAR • MUST WORK A MINIMUM OF 1250 HOURS PER YEAR (.67 FTE) • MEDICAL DOCUMENTATION IS REQUIRED

  21. FMLA • EARN 12 WEEKS FMLA PER CALENDAR YEAR • ALLOWS EMPLOYEE TO MAINTAIN HEALTH INSURANCE AT THE EMPLOYEE SHARE • FMLA RUNS CONCURRENT WITH WORKERS COMPENSATION OR CHILDREARING LEAVE

  22. CHILDREARING LEAVE • PERIOD OF DISABILITY • FOUR WEEKS PRIOR TO THE ANTICIPATED DUE DATE • SIX WEEKS FOLLOWING CHILDBIRTH • SICK LEAVE CAN BE USED ONLY DURING THIS 10 WEEKS PERIOD • MEDICAL DOCUMENTATION IS REQUIRED FOR DISABILITIES BEYOND THIS PERIOD

  23. CHILDREARING LEAVE(con’t) • MATERNITY LEAVE MAY BE FOLLOWED BY CHILD CARE LEAVE WITHOUT PAY AT THE EMPLOYEE’S REQUEST FOR UP TO 7 MONTHS FROM DATE OF DELIVERY OR ADOPTION • VACATION, PERSONAL LEAVE MAY BE USED DURING THIS PERIOD

  24. CHILDREARING LEAVE(con't') • IN THE EVENT BOTH PARENTS ARE STATE EMPLOYEES, THE 7 MONTHS OF LWOP MAY BE SPLIT INTO TWO SEPARATE BLOCKS WITH EACH PARENT TAKING ONE BLOCK OF LEAVE, NOT TO EXCEED A COMBINED TOTAL OF SEVEN MONTHS

  25. FAMILY SICK LEAVE/BEREAVEMENT LEAVE • 15 DAYS PER YEAR FOR DEATH OR ILLNESS IN IMMEDIATE FAMILY • AUTHORIZATION SHOULD NOT BE UNREASONABLE DENIED

  26. DID YOU KNOW? • AN EMPLOYEE MAY CONTINUE HIS/HER HEALTH INSURANCE AFTER RETIREMENT AT THE EMPLOYEE SHARE ! • 90% OF COST FOR THE EMPLOYEE • & 75% OF COST FOR DEPENDENTS IS PAID BY THE STATE

  27. THE GOOD NEWS IS --- • 165 (may be 200 with new contract) DAYS OF SICK LEAVE CAN BE CONVERTED TO A DOLLAR EQUIVALENT OF AN EMPLOYEE’S SALARY TO PAY HEALTH INSURANCE PREMIUMS AFTER THEY RETIRE FROM STATE SERVICE

  28. RESIGNATIONTERMINATIONRETIREMENT • SUBMISSION OF FINAL SEMIANNUAL TIME SHEET • STATE PERSONNEL WILL COMPLETE AN AUDIT OF ALL SEMIANNUALS AND THE RESULTS ARE FORWARDED TO PAYROLL TO INITIATE THE LUMP SUM PAYMENT FOR VACATION LEAVE (IF DUE)
