Scope In 2004 in The Netherlands several market monitoring schemes where in place, measuring indicators concerning the Dutch PV-market. None of these schemes resulted in a reliable and overall insight in the performance of the pv market. When the the major funding programmes in The Netherlands ended, the stakeholders of the Dutch PV-market found the need for basic information on the existing and future market.
Joint approach for reliable data • In combined meetings in 2004 Holland Solar, IEA PVPS and CBS have determined the key performance indicators to be monitored. The monitoring scheme itself had to meet the following requirements: • Reliable • Independent • Confidential • Soon available after the year ending • Applicable by all stakeholder
Measured Performance Indicators Installed power Production Cells Modules Inverters Turnover Import / export Domestic trade Employment (RTD, production and other) RTD budgets A two page questionnaire
First results • >95% of the supply chain in Holland has received the questionnaire • Response of about 80% • Positive reactions due to the simplification and clarity of the questionnaire • Simple and reliable data is available for all stakeholders • Scheme can by used for many years
Lessons Learned Monitoring activities conducted by a true independent organisation is crucial. Joint effort results in efficiency Influence by the the industry in establishing the monitoring scheme is key Only data which will be really used must be measured.
