  2. What does social policy mean? It means that all citizens are entitled to a social minimum. It is simply a roof over one’s head and at least one cooked meal per day. The aim of a responsible social policy should be based on: • the respect for human dignity and freedom of an individual • help should be provided for specific purposes such as a bowl of soup, clothes, books, coal etc
