  3. Introducing the Sustainable Water Network (SWAN): • Network of 26 environmental NGOs • Full time Co-ordinator • Result of the VOICE-led initiative to mobilise and co-ordinate an eNGO response to the WFD

  6. SWAN Mission Statement: To Promote Sustainable Development ofIreland’s Aquatic Resources through Active Participation in the Implementation of the Water Framework Directive

  7. Article 14 of the WFD: “ Member states shall encourage the active involvement of all interested parties in the implementation of this directive…….”

  8. Participation of SWAN: • More than 25,000 members • Vast range of knowledge and expertise • Committed to water quality • Committed to active involvement in the WFD process • Informed critical analysis

  9. SWAN & Stakeholder Partners • Welcome the opportunity to work with other stakeholders to achieve full implementation of the WFD • Entering this process as partners • Share common goal of “good status” for Irish waters by 2015 • Open & informed debate

  10. Characterisation Report • Welcome wholeheartedly • Huge achievement • Excellent baseline from which to work • Very Important: Characterisation must be seen as an ongoing, iterative process • Must be open to ammendment & refinement in light of NGO input

  11. Reservations • Limited Accessibility • Consultation period of 8 weeks not long enough for meaningful input from stakeholders • Concerns about the ‘at risk’ categorisation of certain water bodies

  12. Into the Future: • Active participation of SWAN in all RBDs • Providing informed critical analysis at all stages • Working with all other Stakeholders towards our common goal of ‘good’ quality water by 2015 • Raising public awareness of the vunerable nature of our water, promoting stewardship and respect for our water heritage

  13. In Conclusion: • WFD is a supreme opportunity to get our environment right • Communities can develop and progress, hand-in-hand with sustainable use and enjoyment of their aquatic resources • Welcome Characterisation but it must be the start of an ongoing process • Future consultation must allow more time for due consideration and response

  14. Concluding Invitation: • SWAN encompasses a vast array of expertise • Invitation: To tap our expertise, knowledge and commitment and utilise it to assist in achieving the ambitious aims of the WFD. • Empower all sectors to participate
