Split Rates during a Quarter- tax rate is changed in the middle of a Quarter • Iowa • GA/MN- What the heck? • How many systems accommodate split rates? • Iowa web-based & handles split rate • Colorado- extra date entry step to complete return online. • Indiana- Pop up rate for online- data entry and then key correct rate • If you miss publishing it on your form, you as the jurisdiction has to cover the cost/ revision to other jurisdictions

State procedure determines to use serial #or not and to sell extra decals as spares • CO/CA- Serial numbers on license • CO has TP sign under per/purj that decals were lost or destroyed prior to replacing decals

MB: • Automatically dye injectors; dyed diesel • SK since 1994; dyed fuel injectors. Being from a Tax Co. 14 parts per million. Quarterly of dyed diesel. Check trucks/pumps/fuel tanks. $700 penalty • Dyed gasoline in Manitoba CO: • Pro farms • You can blend dye off terminals • Can be done away from RACK • Worry for the fed/tax??? • Is under tax payer services part of DOB. Zentek checks all taxes due.

Does your state require farmers to register as IFTA • MN-No: SK-Yes: CO- Yes: GA- No: • AZ- No It is the truck which leaves state lines for AZ truckers • WY- Exempt up to also when you comp back, enter the state ad get trip permit • WY-Quarterly report sent to the POE. They pay fine at POE and any outstanding due • WY- Is part of DOB • NV- Need trip permit to come back; unregistered vendors selling/issuing trip permits; • NV- About ½ million goes to vendors and not reported to state. You have to have a Trip Permit to get into the state of NV • NV- No POE’s. Does not have clearinghouse access • ON- You have to have a permit • GA- How do you handle Renewals

Everything was in one office: registration, reporting excize tax/ IFTA went to Motor Carriers Services Enforcement state with taxation. ON, MB, WY, AZ, CO, LA, NV, GA, SK Issue discussed Manitoba- dyed gasoline

BREAKOUT GROUP IV Cont.. 9 STATES-ON, MB, WY, AZ, CO, LA, NV, GA, SK • Issues discussed: • Dyed diesel • Majority of the states in the US are at the Rack or at Terminal • Manitoba alone off RACK • Colorado also allows now up to 20% of bio diesel now to become non-taxable • Manitoba also has dyed gasoline- unique Question about Trip Permits • NV- found out that many unlicensed vendors are selling trip permits and stat is loosing about $500 K/ mo • NV- Is not part of the clearinghouse. Enforcement has a hard time after 5:00 p.m. How we like to have IRP and IFTA combined for Administrative and Enforcement purposes?
