  3. The European Training Foundation is an agency of the European Union based in Turin, Italy. It was established in 1990. It became operational in 1994 in Turin, Italy. The ETF currently employs approximately 130 staff and has an annual budget of about 18 million €. Madlen Serban is Director of the ETF since 1 July 2009.

What do we do? to provide information, policy analyses and advice on human capital development issues in the partner countries; to promote knowledge and analysis of skill needs in national and local labour markets; to support relevant stakeholders in partner countries in building capacity in human capital development; to facilitate the exchange of information and experience among donors engaged in human capital development in partner countries; to support the delivery of Community assistance to partner countries in the field of human capital development; to disseminate information and encourage networking and the exchange of experience and good practice between the EU and partner countries and amongst partner countries in human capital development issues; to contribute, at the Commission’s request, to the analysis of the overall effectiveness of training assistance to the partner countries; and to undertake such other tasks as may be agreed between the Governing Board and the Commission, within the general framework of the regulation. www.etf.europa.eu

  6. The concept of evidence In public policies jargon, evidence means any form of argument, proof or data which can help people make well-informed decisions about policies, programmes and projects. It is a piece of knowledge, deemed to be believable and sustainable because it is produced by professionals and obtained through objective means. Davies, Nutley, Smith, 2000

Sources of evidence Such information can be obtained from the following sources: • research findings; • statistics (both national and international); • evaluation reports; • stakeholder consultation; • expert knowledge (e.g. provided by think-tanks or professional associations); • economic or demographic modelling. The concept of evidence based policy making • Debate not new (19th -2th centuries) • World War II : increased attention for social knowledge • social engineering and role for research (Janowitz 1972) • UK government – use of evidence and research in policy making (1992) • evidence-based practice (2000) • ‘ what is being done is wothwhile and that it is being done in the best possible way, even if it might not always meet its objectives’ (Argyrous, 2009)

Likewise, one cannot expect reform efforts in education to have significant effects without research knowledge to guide them.” This implies that education cannot just build on “folk wisdom”; there is need for “rigorous, sustained, scientific research.” Shavelson & Towne, 2002
