Question 1:Critical shortages of Detectives at the Nyanga police station • It is important to note that there is a total of [16] service terminations: [3 Detectives] (Incl. all components members) that is still carried on the above PERSAP totals. • The real actual would thus be [269]. • Duty arrangements exists: Example Tactical Response Team (TRT), Cluster Task Team, Firearm, Liquor and Second Hand Dealers (FLASH), etc.

  5. Question 2: Overall staffing shortages at the Nyanga police station, together with the discrepancy between the RAG and the actual personnel establishment at the station. Visible Policing 2014/2015 financial year: RAG 148 vs FE increase with 35 posts. Detectives 2014/2015 financial year: RAG 74 vs FE increase with 10 posts. Support Services 2014/2015 financial year : RAG 68 vs FE increase with 1 post. TOTAL ALLOCATION 2014/2015 FINANCIAL YEAR: RAG 291vs increase FE 46

Question 3: The rationale behind the deployment of personnel to specialized units in the Province, whilst still reflecting on the stations RAG • Fixed Establishment (FE) of Western Cape in development stage. • Only stations Fixed Establishment is finalized. • Tactical Response Team (TRT), Organized Crime and other units are operating • in the Province and deployed at priority stations (which include Nyanga). • E.g. -Organized Crime project currently in Nyanga • - Tactical Response Team deployment, with Dog unit (K9 Unit), Flying • Squad and POPS.

Question 4: The role of Crime Intelligence at the station in light of the absence of Crime Intelligence Officers Question 4: The role of crime intelligence at the station in light of the absence of Crime Intelligence Officers. • In accordance with the operating model, Crime Intelligence capacity exists at the Cluster level and renders a service to all stations within the Cluster. • These officers provide a holistic analysis capacity to the Cluster Commander and clients of the Cluster with various statistical and analytical products which are utilised for police deployment and conducting of operations. • The intelligence collection capacity is responsible for gathering of intelligence on the identified threats in the Cluster. • Therefore the Crime Intelligence service is provided from a Cluster level, but also services the various stations.

Scope of Analysis & Crimes reported 19 Valhalla Drive bridge crossing the N2 - direction Somerset West until the R300 turn off Incidents on the N2 close to Airport 1 April 2014 to 30 August 2014 • Assistance to general public. • Deployment at Vanguard, R300 and N1 amongst other. • Interaction with community. • CHALLENGE: FENCING RESPONSIBILITY SANRAIL

A clear and succinct plan for patrolling of the N2 highway near the Cape Town International Airport. • 24 Hour deployment of two vehicles – 30 km radios • Integrated approach between Flying Squad, Vispol, Traffic, Metro Police and Law Enforcement. • Deployment 24/7 monitored by Command Centre. • Monitoring any suspicious people by Flying Squad, Vispol, Traffic, Metro Police and Law Enforcement members. • Preventing anybody from blocking the N2 and from getting access to the bridge over the N2 with Flying Squad, Metro Police and Law Enforcement members. • React to scenes by deploying vehicles stationary / slow moving traffic adjacent to the hot spot areas – prevent smash and grab incident. • Deployment to incidents of group forming with members of POP. • Collecting information by members of CIG and Detectives. • Investigation of cases by Prov Detectives.

Question 6: Action plan to deal with the high number of shebeens and the rise of Tik-Tik in the area. • Nyanga SAPS Operational Plan address: (FIREARM, LIQUOR, AND SECOND HAND GOODS) • Combating and prevention of serious and violent crimes. • Stabilisation of hotspot areas in Nyanga prescient. • Addressing of crimes against woman and children in Nyanga. • Identified list of shebeens and files accordingly. • DPO together with Sector Managers have weekly operations on identified shebeens. • React on information from community. • Joint operations and patrols with law enforcement agencies. • Monitor close shebeens, to remain close.
