Recruitment Incentive and Retention Program (aka State TA) • 100% SUNY tuition or up to SUNY tuition ($2485) to private institutions located within the state of NY • Up to BA/BS • Members of Army Guard, Air Guard, Naval Militia • Fall and Spring semesters only • Deadlines 15 Aug (Fall) and 15 Dec (Spring)

NYS Veterans Tuition Assistance Award • Provides 98% SUNY Tuition to NYS Combat Veterans or up to SUNY Tuition for a private school • Must be a NYS Resident • Undergrad (8 semesters)/Graduate (6 semesters) • Apply through Higher Education at www.hesc.com –complete supplemental application and provide DD 214

  13. GI Bill Programs • Chpt 1606- Selected Reserve • Soldiers with 6yr contract w/reserve component • $337 a month • 36 months of benefit • ARNG Kicker • Adds $200 to GI Bill benefit • Offered to certain units and military specialties

  14. GI Bill Programs • Chpt 1607- Reserve Educational Assistance Program (REAP) • Soldiers who have served (90 days or more) in support of a contingency operation • Rates per month vary based on time served • 40% - $570.40 • 60% - $855.60 • 80% - $1,140.80 • 36 months

GI Bill Programs • Chpt 33- Post 9-11 (eff: 1 Aug 2009) • Eligibility • Served at least 90 days or more on Title 10 following 9-11-01 (see chart); 36 months for 100% • Served at least 30 days and was released due to a service-connected disability • Benefit last for 15 yrs from last day on active duty • 36 months • Most ARNG will be eligible for 50-70% of benefit

Tuition and Fees • Amount is prorated according to length of service. • Cannot exceed state limits • NY: Tuition- $1010 per credit hour Fees- $12,697.00 per term • Example: Soldier attends SUNY and is eligible for 50%. SUNY tuition is $2485.00. GI Bill will pay 50% of $2485.00 • Paid to school • Soldiers on active duty are not limited to state limits (does not include AGR)

Housing Allowance • E5 with dependents for zip code of the school • Amount is prorated according to length of service. • Paid to Soldier monthly Important Notes: • Must be more than ½ time • Must take at least one course in the classroom • Can not be currently on active duty (does not include AGR)

  20. Book Stipend • Up to $1,000 annual stipend • $41.67 per credit hr • Prorated based on length of service • Paid to Soldier • Active Duty not eligible for stipend (does not include AGR)

  21. Yellow Ribbon Program • Colleges enter into a voluntary agreement with VA to fund tuition expenses that exceed the state tuition limit. The institution can contribute up to 50% of those expenses and VA will match the same amount as the institution. • Must qualify for 100% of the benefit to use the Yellow Ribbon Program

  22. How Does Chpt 33 Affect My Other GI Bills? • 36 months of one chpt or up to 48 months by combining chpts • Kickers can be used with Chpt 33 • Irrevocable election to give up chpt 30, chpt 1606 or chpt 1607 (letter from VA)

Transferability To be eligible to transfer Post 9/11 GI Bill to a spouse or child a Soldier must meet three requirements: • Be eligible for the Post 9/11 GI Bill • Have at least 6 years of military service upon request (Individual Ready Reserves time does not count) • Not have an adverse action flag

Transferability • Spouses can use benefit immediately • Children can not use benefit until member has served 10yrs in armed forces • Must be eligible dependent in DEERS (21yrs or 23yrs if in school) • Request transfer through the DoD Transferability of Education Benefits (TEB) web page at https://www.dmdc.osd.mil/TEB/ • Approval will come through email

  27. Dependents Using Chpt 33 • Once transferability is approved the dependent applies through Veteran Affairs by… • Complete VA Form 22-1990e • VA Form 21-686C Declaration of Status of Dependents (by Servicemember) • Attach proof of transferability approval

  29. Student Loan Repayment Program • Can repay up to $50,000 • 15% or $500 a yr whichever is higher ($7500 limit per yr) • 6yr contract with NYARNG • Must have at least 1 loan to sign • Loans can be added during contract period • Paid directly to loan holder
