Where are the Rebels? • The Whiskey Rebellion – Pennsylvania farmers who led an armed protest against the government’s whiskey tax • Washington sent the army to challenge • The protesters stopped when they saw the army • Message: use the government (not force) to solve problems as a citizen • Problems with the Native Americans in the West • Washington signed treaties, but settlers kept moving • General St. Clair was defeated by Little Turtle (chief of the Miami tribe) • Battle of Fallen Timbers – Anthony Wayne defeated Shawnee chief, Blue Jacket, in a deciding battle • Treaty of Greenville – Native Americans agreed to surrender most of modern-day Ohio

  4. Europe • In 1789, the French Revolution began • King and Queen were executed • Opinion was split – good or bad? France or England? • Those with no trade opportunities sided with France (for “liberty and freedom”), and those with trade options sided with Britain • Neutrality – taking no sides in a conflict (Washington’s policy) • Edmond Genet – French diplomat sent to persuade America to side with the French • Proclamation of Neutrality - Washington told Americans to not fight in this war (Although a few fought on French ships) • Impressment – the process of forcing arrested traders into military service • Jay’s Treaty - British ships would withdrawal, pay damages, and allow American trade • Pinckney’s Treaty - Spain would allow American use of the Mississippi River

  5. “n” (or, the End of Washington) • After being elected twice, Washington announced that he would not run for a third term as President • Set a precedent for later Presidents • Last Warnings in his “Farewell Address” • Dangers of political parties, entangling in foreign affairs, and permanent alliances • Influenced foreign policy for 100 years
