  1. A National Summit to Establish a Federation of Regional Coastal Ocean Observing Systems Washington, DC March 31-April1, 2003

Purpose • Discuss innovative partnerships required to plan, implement and operate regional observing systems. • Achieve consensus on a resolution that articulates the terms for participating in the IOOS and the establishment of a national federation of regional observing systems. • Discuss criteria for selecting pilot projects for funding via the NOPP process • Promote coordinated development of a national federation of regional observing systems. • Set the stage for organizing regional meetings to initiate the development of regional associations to oversee the design, implementation, operation, and evolution of regional observing systems.

  3. Sponsor - Ocean.US Venue, Date and Size of Meeting  Ronald Reagan International Trade Center 31 March – 1 April, 2003 ~ 50 Participants (plus the Ocean.US ExCom and the IWG) Steering Committee - Director of Ocean.US, Co-Chairs of the US GOOS Steering Committee

Selection of Participants Attempted to cast a broad net via USGSC, CORE, MTS, TOS, NASALGC, NAML, Sea Grant, and CSC Cover letter sent to all potential participants with brief background (including URL for Ocean.US plan and workshop report that should be consulted prior to responding); identifying regions (with qualification that boundaries are fuzzy); asking each recipient to send a 1-2 page report that (i) briefly describes activities they are directly engaged in that are relevant to the development of the coastal component of the IOOS, (ii) briefly describes related activities in the region, and (iii) lists 2-3 senior individuals (with contact information) who would best represent the region at the summit. [Deadline: 15 January, 2003.] Draft resolution enclosed with cover letter. Based on responses, the USGSC and Ocean.US will select 4-5 senior individuals from each region to represent their respective regions at the summit.

Schedule: afternoon of 31 March, all day on 1 April; dinner reception 31 March Tentative Agenda March 31: Overview of IOOS design and principles of engagement One presentation from each region on the establishment of innovative partnerships required to plan, implement and operate regional observing systems April 1: Overview of the draft resolution; discussion, finalization and signing Overview of the process for migrating selected elements from research to an operational system; discuss criteria for selecting pilot projects for funding via the NOPP process

  7. A. PURPOSE: a. To assist Ocean.US in the design of a National Federation of Regional Coastal Ocean Observing Systems as an element of an integrated, sustained ocean observing system for the U.S. Coastal Ocean; and b. To explore the cooperative steps necessary, within the respective region of each, to establish a Regional Coastal Ocean Observing System that collectively will comprise a national federation of such systems.

  8. Specifically, the Signatories resolve to: a. designate specific personnel who will be the contact for a National Federation of Regional Coastal Ocean Observing Systems for purposes of this Resolution and for purposes of coordination on the national IOOS; b. openly share data products and summaries; c. openly share methods by which data are collected, documented, processed,analyzed, and products created; d. assist, as appropriate, newer regional coastal ocean observation efforts, withthe objective of fostering greater representation of the coast under the U.S.Integrated Ocean Observing System; and e. conduct a public education campaign with respect to the efforts and productsof the regional coastal ocean observing systems and the importance of ocean observing systems generally.

  9. Basically, the Resolution says that we agree to play nice together How will this Resolution be used? -To get those already making sustained coastal ocean observations talking to each other -To demonstrate to Congress and others that there is emerging coordination among those already making sustained coastal ocean observations
