  1. Tech Prep Administration and Program Development Section 3 Administering Tech Prep Module 1: Getting an Inside Look at Federal-State-Local Relationships

Federal Role/Responsibilities • Draft and advocate for Tech Prep policy – deal with reauthorization of legislation or new legislation • Be responsible for all federally-funded programs under Perkins III • Make annual grants to an eligible agency, usually state dept. of ed. or state community or technical college agencies

  3. Federal Role/Respon. (cont.) • Monitor and approve state plans for Tech Prep, including compliance with federal definitions and appropriateness of funding strategies for local consortia • Review and synthesis state-level evaluation/accountability results via Perkins III processes • Provide oversight and technical assistance via Perkins III

  4. State Role/Responsibility • Draft and advocate for Tech Prep policy within state – deal with reauthorization of legislation or new legislation at the state level • Provide administrative authority (including program approval in some states) for all federally-funded programs under Perkins III, including Tech Prep • Submit 5-year plans to draw down funds from the federal level (OVAE)

  5. State Role/Respon. (cont.) • Make grants to local agencies that handle funding for Perkins III-funded programs (may be categorical or competitive) • Review and synthesize local-level evaluation/accountability results and report this information to federal agencies in conjunction with Perkins III

  6. Local Role/Responsibilities • Organize a local consortium made up of educational entities working in concert with business, industry, labor and other community groups • Establish the local consortium as fiscal authority for Tech Prep funding • Provide technical assistance (including professional development) to schools and programs within the local consortia to implement and enhance Tech Prep programs

  7. Local Role/Respon. (cont.) • Organize and provide oversight over entities in the consortium and local programs • Ensure that the essential elements of Tech Prep are being carried out. • Engage in on-going evaluation and program improvement to ensure progress.
