  1. Strategic Planning Process

  2. Confirm general objectives of the process. Identify critical success factors. Identify next action items and set a timeline. Objectives:

  3. Highly collaborative process in which employees felt they had an opportunity to contribute. The Institutional Effectiveness Committee really had to step up and get involved. Began moving the college culture, so discussion of performance data, aligning processes, and setting goals and targets didn’t shock people. What worked in 2005-2006?

  4. The process was too elaborate and drawn out, particularly when IE tried to collaboratively draft the goal and objective statements. Did not like the whole sticky notes and tables process. Employees were not given enough information about the process as a whole, so they could see how each activity fit into the overall goals. What did not work well in 2005-2006?

  5. We still set ourselves up to guess, after the fact, whether we had made our goals or not. Some components of the process were not done well like situation analysis (internal and external scans, critical success factors) and tying the plan to budget. The resulting plan was too broad and too general with no accountability built in. What did not work well in 2005-2006?

  6. More math! (We should look at some concept mapping software that helps colleges quantify priorities.) Simpler, more defined process with timelines. More education on what strategic planning is and why we are using a particular process. Need to develop measures and targets in developing the objectives. Need to educate people about setting measures and targets. What do we want in the current process?

  7. We need commitment from the planning group to meet their deadlines (i.e. develop member responsibilities). • We need to align planning with budget. • We need a much more robust assessment of our situation, including current performance. • At the same time, we need to realize that people can’t be asked to collect all this additional information themselves (suggested at IE mtg. on 9.18.08). What do we want in the current process?

  8. We need to build in accountability. We need to account for current plans and priorities including the master plans and our current strategic plan. Not another layer! We need to take a realistic look at our current capacity both in managing the process and in taking on new initiatives brought up during the planning process. (suggested at IE 9.12.08). What do we want in the current process?

  9. We need to encourage strategic thinking, so developing a strategic plan is just a more intense exercise in what we regularly do. We need to take better advantage of existing meetings and opportunities to do this work. We need to recognize that not everything needs to get into the strategic plan to get our attention; we need to keep the plan manageable (suggested at IE 9.12.08). What do we want in the current process?

  10. We need more opportunities for the campus to give feedback throughout the process, especially as the language of the objectives is being finalized (suggested at IE 9.12.08). If we hire outside consultants, we need to make sure we first clarify our process and our needs from the consultants, so we are not shepherded through their preferred process (suggested at IE 9.12.08). We should consult what other colleges do in their planning, so we are not reinventing the wheel (suggested at IE 9.12.08). What do we want in the current process?

  14. Steering Committee • Send out a call for a group of individuals interested in strategic planning to develop a plan consistent with these parameters for presentation at the 10.10.08 IE meeting. • AQIP Category Team What might this process look like?
