General remarks The ‘2004-10%’ scenario is most likely not just an academic exercise given - the war - the tax cuts - the current attitude of the Bush administration we have to take it seriously It would be a mistake to present a scenario which does not reflect what we consider to have the least impact on our program and on our survival we might get stuck with what we ‘propose’ Singling out a specific program, e.g. ZEUS, to cut sends the wrong message, namely we have identified a low-priority part of the program which is cuttable A scenario with cuts across all projects has the advantage of being more disastrous in appearance not inviting an apparently justifiable reduction in funding

Presented innumerable times to the world community Hardware: J Repond: studies of RPC for DHCAL (D Underwood, B Wicklund, L Xia) Leading DHCAL effort worldwide Collaboration with other US groups (and Europeans) Acquired new expertise (RPCs) for this division Presented innumerable times to the world community Clearly strong commitment to the future of this division Clearly following recommendations of DOE review

  7. d) ZEUS group is highly productive HERA II: good luminosity running expected to start in summer 2003 data taking anticipated to end early 2007 new data sets crucial to understanding of high-x, EW, QCD… HERA III: possibility to explore spin structure functions at high Q2 measurement of low-x distributions on nuclei dedicated detector for diffraction and low-x? depending on situation with TESLA

Impact of further reducing/eliminating the ZEUS group Current situation Struggling with responsibility of maintaining the CFLTp Minimal manpower on BPRE Minimal manpower on STT No contribution to CAL maintenance Loss of 1 extra person depending on who it is Abandon BPRE Abandon STT responsibility Abandon analysis efforts (BE correlations, jet analysis) Abandon strong involvement in paper production process Abandon supervision of students at DESY Abandon ZEUS spokespersonship Abandon (or significantly reduce) EFA studies Abandon (or significantly reduce) DHCAL development Abandon LC physics involvement Eliminating ZEUS group Eliminate (one of) the strongest programs in the division The straw which breaks the camels back? Compromise the future of the division (are they stupid or what?)

  9. Cutting the ZEUS group (further) is WRONG ZEUS and the HEP division Our division needs People who know physics/data analysis People with a strong commitment to future programs People with hardware expertise Retain diversity of its physics program ZEUS is a highly valued project

Proposal instead For FY2004 Offer incentives for early retirement (with help from ANL) Reduce secretarial staff For FY 2005the FY2004-10% scenario Present scenario of laying off physicists across all programs and the resulting disastrous effects on each program… e.g. CDF abandon calibration of EM calorimeter
