  2. Programme Rationale The CSP will provide a mechanism to pilot a new broad and integrated security paradigm, articulated in Vision 2020. Policies and actions will be selected based on evidence and an inter-sectoral approach that encompasses: (i) crime prevention through social development; (ii) situational prevention; and (iii) community empowerment through direct resident engagement at all levels.

  3. Programme Objective • A reduction of crime and violence in 22 “high needs” partner communities through the facilitation of preventive interventions that will address the most proximal and modifiable risk factors over six years. • Specifically : (i) the reduction in the levels of homicides, woundings, robberies and sexual assault; (ii) Improved perception of safety; (iii) a reduction of injuries/deaths related to child maltreatment, domestic violence and youth violence; and (iv) an increase in the collective efficacy to prevent violence within partner communities.

Methodology - 7 steps to social change People have to visualize a different, desirable, healthy, attractive, safe future for themselves IMAGINATION People have to know there is a problem and a practical viable solution or alternative. Identify personal cost of inaction and action JUDGEMENT People have to know what to do step by step. SEEING Someone else do it is the Easiest way to learn. People need Continuous recruitment and reinforcement of messages with reporting back on success of efforts (success stories, new Calls for support and action) REINFORCEMENT Belief that success is Probable or inevitable. Political & community LEADERSHIP is an Important Ingredient Of optimism People may be blocked by real world Obstacles. Need accessible services, Infrastructure and support networks. SUPPORT People need stimulation to overcome Inertia. This could be a threat, direct or personal Or inspirational. An inspirational mass conversion (e.g, like a mass meeting where we make a personal Commitment) INSPIRATION

  7. Programme Components • The Programme will include 3 components: • (i) Community Lead Initiatives • (ii) Support for the TTPS (Model Station expansion & Counseling support services) • (iii) institutional strengthening of the MNS Research and Policy systems

Identified Risk Factors • Family history of violence/neglect • Lack of practiced child friendly parenting • Long durations of unsupervised time for youth • Learning disabilities • Incomplete schooling at primary/secondary level • Early sexual behaviour/pregnancy • Early use of psychotropic drugs • Easy access to firearms • Lack of Community cohesion • Poor Maintenance of physical environment • Stigmatization of communities
