Objective of the presentation [ this may not be in final slide pack, but useful for Minister of Finance & Chief to know what issues need to be resolved at the Retreat] • To highlight the importance of human Development in addressing poverty and social services deliveryaround the principles of equity, production, sustainability and enpowerment. • To identify the next steps required to ensure continuity and sustainability of the Free Health Care Initiative and to unveil follow up strategies (health insurance scheme) to the Free Health Care Initiative. • To determine how education can be made more equitable and accessible accross regions and localities. • To assess the various options through which middle level manpower can acquire the necessary technical skills needed to meet the demands in mining, agriculture, road building and infrastructure. • To increase and improve access to water supply and sanitation services in urban and rural settlements nation wide.

  3. Pillar : Key focus of the pillar is xxx The pillar vision: Promote Healthy lives and improve standard of living between 2013-2017 for the people of Sierra Leone. This means creating access to basic services such as health, education, water and sanitation as well as cross cutting concerns of population, HIV/AIDS, equity and gender in an equitable, sustainable, productive and empowering manner for all Sierra Leoneans. Detail: [ Attaining mediumposition in the Human Development Index by achieving the MDGs ] Health: The focus will be on training key Health Worker personnel for quality service delivery and the establishment of National Health Insurance scheme. Education: The Significant Education Transformation (SET) initiative premised on the four pillars SabiBuk (is learned), Sabi Wok (a good worker), Get Mannas ( well behaved) and GET Well Bodi ( in good health). d Water and Sanitation: Water, Sanitation and Hygiene (WASH) programme 2013-2017 whose goal is to improve affordable access to water supply and sanitation services to all in a sustainable manner nationa wide. AfC: sectors in the pillar’s performance on the Agenda for Change • Three Key achievements : • Health: Infant mortality rate reduced from 170/1000 live births to 128/1000 live births. • Maternal mortality ratio reduced from 1,300/100,000 live births to 857/100,000 live births. • Education: Primary School enrolement and completion rates for boys and girls almost at par. • Water and Sanitation: The adoption of a new national water policy and drafting water resource management Bill to effect the policy. • Gender: • Remaining Agenda and challenges: • Health: Addressing the high incidence of non-communicable diseases including hypertension, diabetes, sickle-cell and mental health. • Education: Low enrolement and completion at the pre-primary and post primary levels. • Water and Sanitation: Improved sanitation and increased access of the population to safe drinking water still remains a challange. • Gender: • Key Lessons learned: • Government commitment is a strong catalyst for partner investment in Health. • Strengthening capacities across all levels of the education system from schools, to colleges, to local councils and the Ministry leads to effective reform programes. • Restructuring of the water utilities to improve their efficiencies and reduce their reliance on the national budget.
