  3. Crop performance during Rabi 2005-2006 Coverage under wheat, pulses & oilseeds has been highest in last 10 years. There has been less incidence of disease& pest. There has been an increase in area of oilseed ,pulses in low rainfall areas of S. Bihar.

  4. Crop performance during Kharif 2005*

  5. Proposed targets for Kharif 2006 Other coarse cereals include Ragi, Jowar, Bajra, Cheena etc. Pulses include Arhar, Moong, Urad, Kulthi Oilseed include Til, Castor, Sunflower etc.

  6. Proposed targets for Horticultural Crops Growth rate for fruits and vegetables production over 2005-06 is proposed to be 7.04% and 4.93% respectively.

  7. Proposed target for Rabi 2006-2007* Other coarse cereal include Barley, Oat Pulses include gram, lentil, pea etc. Oilseeds include Rai/sarson, Linseed etc

Strategy for enhancement of crop production and productivity • Promotionof High Yielding Varieties • Efforts to ensure optimum dose of fertilizers • Measures to fight out the short dry spell • Integrated Pest Management • Ensuring quality standards for seeds, fertilizers & pesticides through enhanced facility for testing • Strengthening and integration of existing extension system. • Co-ordination among (a) KVK (b) ATMA (c) RAU (d) Mass media (e) Kisan call centre • 5735 calls from farmers were received during 05-06 upto Dec.2005. Making Kisan Call Centre more accessible to farmers, regional centre of KCC may be shifted to Patna from Kolkata. • 40,000 Kisan Diary & 3 lakh pamphlets on latest package of practices of important crops have been distributed in all the panchayats of the state. More Kisan dairy will be distributed in coming months.

  9. Agriculture development programmes (Soil test, seed minikits, package of practises of crops) have been included in Hon'ble Chief Minister campaign “ Aapki Sarkar, Aapke Dwar” specially organized in the naxal affected districts. • Identification of districts for different crops having great potential for increase in production & productivity. • Kisan mela (no.150), Crop seminar (farmers participated 1000), Farmers’ training (benefited farmers 40000), officers’ trained (no.1000)Exposure visit (no.215)of farmers organized. • Mechanization of Agriculture & promotion of agriculture implements • Increasing credit flow to farmers • Increase in procurement of food grains at Minimum Support Price to ensure remunerative prices to farmers through PACS, Biscomaun, BSFC & FCI.

  23. Integrated Nutrient Management • Fertilizers consumption and requirement for Kharif – 2006 (In lakh M.T.) For Kharif, 06 requirement of Urea is 9.78 lakh MT, draft ECA allocation has been made for 6.01 lakh MT only.

High : 06% • Strengthening of existing labs. & setting up of new soil testing laboratories to cover all the districts. • Every village will be covered in soil testing programme during Kharif 2006. • Soil Health Card to be issued to farmers covering every village before start of monsoon. • Larger allocation under Macromode Management.

  26. State’s initiative to promote investment in Agriculture • Setting up of State Investment Promotion Board. • Small Farmers’ Agri-Business Consortium. (State Government has released 25 lakh as corpus fund, National SFAC is yet to release corpus of 25.00 lakhs). • APMC act being amended to bring in private investment in marketing. • Sugar industries have shown keen interest in reviving sugar industries. 14 industries have shown keen interest in reviving sugar mills.

Progress under NHM • 10 progeny and 70 Block nurseries identified for strengthening during 2005-06 • Emphasis on infrastructure development during 2005-06 • Rs. 3.5 crore released to District Mission Committees as the first installment • Planting material of Mango graft 35000, Guava layers 5000, Litchi gooty (graft) 50000, Citrus graft 25000 will be available for plantation in the rainy season. • Rest of the 22 districts may either be included under NHM or old schemes under Macro- Management should be restored

Market reforms Amendment in Bihar Agriculture Produce Market Act, 1960 providing for • Establishment of private market yards and specialty market • Direct purchase, contract farming • Amendment proposals have already been prepared • Construction of market yards & development of market area has also been planned.

  34. Status of task force • As suggested by Government of India, task force has been constituted under the chairmanship of Agriculture Production Commissioner. • Task force held regular meetings on 1st Monday of every month. • Regular monitoring of coverage, condition of the crops, weather scenario and cropping pattern and coordination among different departments and input suppliers is made. • Corrective measures are suggested in time. • Input dealers Viz., fertilizer companies, seed companies are also invited.

  35. Thrust area identified for immediate attention Note : This is part of memorandum submitted to Hon’ble Union Agriculture Minister by the State Government of Bihar.
