  8. Concern of vessels and barges in the Inner Harbor Navigation Canal and the Gulf Intracoastal Waterway during storm events. Concern of the operation of the gates during and after construction, as well as rapid response to open gates after storm has passed through area. Gate size openings and alignments need to safely accommodate barge and navigation traffic. -- Current modeled velocities with a 150 ft wide gate on the GIWW would be approximately 0.6 ft/s which is not expected to have negative impacts to navigation.   9. Construction cost approximately $828 million creating approximately 350 jobs at construction peak. Temporary and permanent impacts from construction activities to property owners around the Michoud Canal. Navigational access and barge traffic along the GIWW would remain functional during construction. On-site construction management would be coordinated closely with the Coast Guard and GIWW navigators to minimize operational impacts. The GIWW sector gate is designed to open and close within 30 minutes to accommodate LOS of barge traffic. Barge gate once constructed could be used as a navigation bypass during maintenance of sector gate. Beneficial impacts to local economy from use of local materials and human resources. Contracting goal of approximately 40 percent local small business, with local economic impact estimated at approximately $186M. 100 year protection and participation in the National Flood Insurance Program encourage the recovery and redevelopment of the New Orleans Metropolitan area.
