What is the MQ-SOC Transfer? • A process to determine the minimum qualifications and skills based matching criteria for each classification
How are the new minimum qualifications and skills determined? • Crosswalk all class specification to a Standard Occupational Code (SOC) • Evaluate: • minimum qualification standards • special qualifications • licenses and certifications • knowledge, skills and abilities from the class specifications
What is SOC ? • Standard Occupational Classification (SOC) System • 820 occupations • Occupations are grouped • 23 major groups • 96 minor groups • 449 broad occupations
Example of SOC group • Major Group 13-0000 Business and Financial Operations Occupations • Minor Group 13-2000 Financial Specialists • Broad Occupations 13-2010 Accountants and Auditors 13-2020 Appraisers and Assessors of Real Estate 13-2030 Budget Analysts 13-2040 Credit Analysts

Current Minimum Qualifications • Education - level and type (Bachelors in Accounting) or • Experience – years doing what (Three years balancing books) or • Education and Experience (Associates in Accounting and 1.5 years balancing books)
New Minimum Qualification • Education - level (Bachelors Degree) or • Experience – years (Three years of experience in associated skills) or • Education and Experience (Associates Degree and 1.5 years of experience in associated skills)
Special Qualifications • less than 10% of our current classes have special qualifications • Special Qualifications are usually licenses and certifications • These will be incorporated into the license/certification database
Licenses and Certifications • Licenses and certification have been collected from the special qualifications and minimum qualifications and are stored in a database specific to the classifications.
Licenses and Certifications • The state currently utilizes approximately 200 licenses and certifications. • If your agency is requiring a license or certification that is not currently a part of the class specification or minimum qualification standard please notify DAS by email at Laurie.L.Grenya@state.or.us
Knowledge, Skills and Abilities • Matrix current knowledge, skills and abilities to SOC skills.
What determines a Broad Occupational Group? • Each broad occupation includes detailed occupation(s) requiring similar job duties, skills, education, or experience
Example of 13-2010 Accountants and Auditors Tools used in this occupation: • Adding machines — 10-key calculators • Desktop computers — Desktop computers • Notebook computers — Notebook computers • Personal computers — Personal computers • Scanners — Scanners • Tablet computers — Tablet computers
Example continued Technology used in this occupation: • Accounting software • Compliance software • Data base reporting software • Data base user interface and query software • Development environment software • Document management software • Enterprise resource planning ERP software • Financial analysis software • Inventory management software • Spreadsheet software • Tax preparation software
Example continued Knowledge Mathematics — Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications. Economics and Accounting — Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data. Customer and Personal Service — Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Example continued Knowledge Continued Computers and Electronics — Knowledge of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming. Law and Government — Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process. Clerical — Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology. Personnel and Human Resources — Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
KSA to Skill match • Each of the KSA’s shown on our current class specification will be matrixed to it’s matching skill from the identified SOC
End Result Each existing class specification will have a NEW MQ template with: • LOCKED • New Minimum Qualification Standard • Required Licenses and Certifications • Required Computer Skills • Required Skills
