Data Collection • entry data should be collected within 30 school days after the child begins receiving special education services • Collect 2008-2009 information on a hard copy of the COSF form • Keep this data collection in student’s permanent special education folder • SPP7 data collection application will not be open for the input of the 2008-09 data until early spring. SPP Indicator 14 • Percent of youth who had IEP’s are no longer in secondary school and who have been competitively employed, enrolled in some type of post-secondary school, or both, within one year of leaving high school. • Data collected will be analyzed from the post-secondary follow up survey to gain indication of percentage of students with disabilities who have enrolled in postsecondary education institutions. copyright 2006 www.brainybetty.com

  26. Coordinated Early Intervening Services (CEIS) Rationale : If we can identify and address learning difficulties early, we have a better chance of “fixing” those difficulties quickly. If we wait to identify learning difficulties, we run the risk of increasing the remediation time. An LEA can use up to 15% of IDEA Part B funds to provide CEIS for students who are not identified as needing special education or related services copyright 2006 www.brainybetty.com

HOW can the funds be spent? • Supplement – not supplant • Professional development • Providing educational and behavioral evaluations (not to be used to qualify a student for special education) • Providing educational services and supports (reading, math and/or RtI specialists; tutoring programs; supplemental programs; using related service personnel) • Tier 2 and 3 RtI activities copyright 2006 www.brainybetty.com

What are the reporting REQUIREMENTS? • An LEA is required to annually report to the state on the number of children receiving EIS and the number of those children who eventually are identified as children with disabilities and receive special education and related services during the preceding TWO YEAR period. copyright 2006 www.brainybetty.com

  30. EIS Guidance Document • MOE and EIS are interconnected. The decisions that an LEA makes about the amount of funds that it uses for one purpose affect the amount that it may use for the other. Significant Disproportionality Symposium States must collect and examine to determine if significant disproportionality based on race or ethnicity exists in: • 6 of the disability categories (LD, MR, S/L impairments, OHI, Autism, & ED) • Placement of children in particular educational settings • The incidence, duration, and type of disciplinary action copyright 2006 www.brainybetty.com

Significant Disproportionality Symposium • The states decide what is “significant.” • TEA first looked at PBMAS 15 & 16 and SPP 9 & 10 • Then they ran further statistical reports. • They compared various race/ethnicities to each other and looked at the odds/ratio, i.e. African American v. Asian • First identified 90 districts then arbitrarily set the cut point at 2.5 and then identified 41 districts. • The cut point can change. • Encourage districts to look at their data for patterns. • Several really good tools developed by Region1 and 13. copyright 2006 www.brainybetty.com
