  2. Will it fit? Are there potential problems? Unit strategies Does design direct sufficient management attention to priority areas, needs and operating initiatives for each service line? Country office strategy Does design help CO add value – for example, by enabling CO to coordinate key functions or drive specific strategic initiatives? Staff Can key staff implement design and function well within it? Resources Is design feasible given available resources – for example, funding, IT systems, partnerships Coordination Does design provide solutions for important but potentially difficult links between units? Specialist cultures Does design give important specialist cultures (e.g. Economist function) within CO sufficient autonomy and protection from influence of dominant culture? Redundant hierarchy Does design ensure that each management level above units creates value and has knowledge and competence to do so? Accountability Do all units in design have clear performance measures that balance time spent managing them with value they add? Flexibility Will design be flexible enough to cope with uncertainties, adapt to current challenges, and create and prepare for future opportunities? Excessive complexity Does design reflect complexity of relationships with partners and clients while being sufficiently straightforward for clients, staff, partners, suppliers, etc to work with?
